Rapid impact evaluation

Abstract: Rapid Impact Evaluation offers the potential to evaluate impacts in both ex ante and ex post settings, providing utility for developmental and formative evaluation as well as the usual summative settings. Rapid Impact Evaluation triangulates judgments of three separate groups of experts to assess the incremental change in effects attributable to the program. Three methodological innovations are central to the method: the scenario-based counterfactual, a simplified approach to measuring change in effects, and a… Show more

“…If used for evaluation purposes, a small group of different constituencies such as the designers, the beneficiaries, and other interest groups could be convened and asked to independently assess the intervention. This strategy would be similar to the interest-based approaches to stakeholders recommended in Rapid Impact Evaluation (Rowe, 2019b) applied either ex-ante or ex-post.…”

“…Researchers have developed techniques to accelerate time-efficient collection and analysis of data including audio coding ( Neal et al, 2015 ) and rigorous and accelerated data reduction (RADaR) technique ( Watkins, 2017 ). More recently, other iterations of rapid approaches have been deployed including rapid impact evaluations ( Rowe, 2019 ) which fosters utility for developmental and formative evaluation in ex ante and ex post settings. Such fit-for-purpose methods suggest that rapid evaluations can be rigorous and deliver legitimacy and credibility with decision makers and key stakeholders ( Rowe, 2019 ).…”

Such fit-for-purpose methods suggest that rapid evaluations can be rigorous and deliver legitimacy and credibility with decision makers and key stakeholders ( Rowe, 2019 ). Within the evaluation field, however, there is still limited information about real world experience implementing rapid evaluations within large government institutions and utility of findings.…”

“…Other worldviews, in particular indigenous worldviews, are strongly sustainability-ready and represent a fruitful pathway for evaluation. Achieving sustainability-ready evaluation requires evaluation to change its worldview from one based on dominion to one based on equality across and within systems (Rowe, 2019).…”
