In this present work, a new metaheuristic method called a Harris hawk optimizer (HHO) is applied to achieve the optimal design of a power system stabilizer (PSS) in a multimachine power system. Several well-known chaos maps are incorporated into the HHO to form a chaotic HHO (CHHO) with the aim of improving static operators and enhancing global searching. To assess the CHHO performance, exhaustive comparison studies are made between anticipated chaotic maps in handling unconstrained mathematical problems. At this moment, The PSS design problem over a wide permutation of loading conditions is formulated as a non-linear optimization problem. The adopted objective function defines the damping ratio of lightly damped electromechanical modes subject to a set of constraints. The best PSS parameters are generated by the proposed CHHO. The applicability of the proposed CHHO based on PSS is examined and demonstrated on a 10-generator and 39-bus multimachine power system model. The performance assessments of the CHHO results are realized by a comparative study with HHO through extensive simulations along with further eigenvalue analysis to prove its efficacy. The simulation results convincingly demonstrate the high performance of the proposed CHHO-PSS under various operating scenarios.

The study is dedicated to analysis of sustainable regional energy planning challenge's in order to reach carbon-free economy in 2050. The case study of hydropower development in selected region of Poland provides good example how to deal practically with identified sustainable regional energy planning problems to address restrictions of environmental requirements and natural conditions on the least costs hydropower generation planning in a given region. The aim of the article is to develop a model for optimizing hydropower production and to apply this model for selected region. The West Pomeranian region was selected for this case study, and the time range for planning is from 2019 to 2030. The selected region is particularly predestined for the production of renewable energy sources. Constructed model and obtained results for optimization of hydropower development in selected region is useful for fostering usage of renewable energy sources in Poland and moving forward towards carbonfree economy target set by European Union for 2050.

The implementation of public–private partnership (PPP) is perturbed by multiple factors, and it is difficult for the Chinese government to fully control the risks of PPP projects. Based on the DPSIR model, this study constructed the PPP projects risk evaluation index system by using the TOPSIS method. Then the spatial variation, standard deviation ellipse, and gray dynamic model were used to analyze the spatial–temporal dynamic evolution characteristics of the risk level of PPP projects from 2003 to 2019 and to make reasonable predictions of the future spatial distribution pattern. This study yielded the following five results: (1) the average risk level of China’s PPP projects is 0.722, with a decreasing trend of fluctuation and relatively stable risk; (2) high-risk provinces for PPP projects decrease, medium-risk provinces increase; (3) the spatial variability of risk is increasing, and the spatial differentiation is significant, showing a spatial evolution pattern of “west > central > east,” but areas with low-risk values are clearly migrating to the east; (4) the spatial distribution pattern of risk has a north-easterly orientation, with a “north-west to north-east” trend in the path of movement; (5) There are differences in the spatial distribution patterns in the east–west and north–south directions, and the spatial spillover effect is not obvious. Based on the above results, the risk center of China’s PPP projects will be shifted to the northeast in 2025–2035. Our study captures the evolution of PPP project risks in China in both temporal and spatial dimensions, which can provide lessons for optimizing global PPP project risk management.
