Abstract

THE DEVELOPMENT REGIONS want prosperity and jobs and it begins to look as though they will be getting a policy to do just this. Acts of Parliament make policies but only conviction can make them work. For too long governments have applied expedients and palliatives but the conviction on which a policy is founded has not always been there.
