Relations between Urban Structure and Transport Planning in the Tokyo Metropolitan Area

Abstract: This paper describes the history of regional and transport planning in the Tokyo Metropolitan Area, and considers the relationship between urban structure and transport planning. The network of major roads in Tokyo has been shaped by revitalization planning since the Great Kanto Earthquake of 1923 and the Pacific War. However, because of financial difficulties, some roads in the urban plan remain incomplete to this day. On the other hand, the Metropolitan Expressway network was planned around 1950, and about 9… Show more

“…In qualitative methods as a whole, the findings from them are "to generalize to theory rather than to populations" (Bryman, 2012, p. 406). What decisive in this analytical generalization (Yin, 2018) or theoretical generalization (Mitchell, 1983) is the quality of the theoretical inferences based on the qualitative empirical materials . We consider that systematically following the theoretical framework we have discussed in Section.2 can enhance the quality of our theoretical inferences, thus the generalizability of our (theoretical) findings.…”

“…After over 50 years of development and significant improvements in the city's urban infrastructure, Tokyo experienced its first wave of urbanization in the early 20th century (Okata and Murayama, 2011;Yoshida, 2014;Liu et al, 2022). During this period, the Yamanote Line was established, which encircled the CBD and sub-centers.…”

“…The multi-purpose project also provides flood control in the area and contributes to preserving the local environment. Yoshida (2014) , in his study on the relationship between urban structure and transport planning in Tokyo, argues that rail and road infrastructure development has hardly kept pace with Tokyo's population growth and suburban expansion post WWII. Furthermore, the study finds that while there has been a shift in Tokyo's regional planning strategy away from a multipolar regional pattern towards that of a ringed metropolis, transport system planning has not changed accordingly.…”
