Research on Delay Risks of EPC Hydropower Construction Projects in Vietnam

Abstract: In recent years, in Vietnam, economy has been developing rapidly. To ensure rapid and sustainable economic growth, strong support from the energy sector is required. Governments in Vietnam have invested in numerous hydropower projects, many of which employ the EPC (Engineering, Procurement and Construction) contract. However, the EPC general contractors are facing many difficulties, resulting in schedule delays and considerable losses. “…Firms were also often unable to get regulatory clearances for their projects specifically in Engineering, Procurement and Construction (EPC) segment. In India, there have been cases of environmental and forest clearances not being provided even after government approvals from other departments and many firms with delayed projects confronted escalated costs and delay in securing revenues (Hung and Wang, 2016). This has also been the case for many hydroelectric and mining projects which were often located in environmentally sensitive zones this has often created critical context for firms has been social unrest (Bhattacharyya, 2007(Bhattacharyya, , 2012.…”

“…Belout and Gauvreau (2004) also stated that the “personnel factor” did not have an impact on PS. In Vietnam, Long et al (2004) discussed the success factors and Linh and Hadikusumo (2014) studied the factors leading to EPC project schedule delay, while Hung and Wang (2016) highlighted the main risk factors of EPC projects. However, there is little existing literature on HRD in project management in the construction field, especially the role of HRD in EPC PS.…”

“…In comparison with other studies on Chinese guanxi, for example, Park and Luo's study [43] with a sample size of 128 and Chung's [9] with 96, this study merely has 57, which is modest because a larger sample size can lessen possible deviations and increase the reliability and general adaptability of results [49,76]. e conclusions of this research require reconfirmation before being widely applied.…”
