“…The research reported here has investigated the effects of a soft policy instrument, the Guideline on Climate and Energy Planning, on the institutionalization of climate mitigation policy activity at the local level in Norway. The guideline made it clear that local governments were to be frontrunners in Norwegian climate policy development (Stokstad, 2014), stipulating that all municipalities were to develop a climate and energy plan containing concrete goals and specific measures to be pursued.
