Abstract. Recently, there had been reduction in annual budgetary allocations to public universities in Malaysia due to some economic tensions. This situation had left many institutions in question with the options of scaling down their expenses as well as sourcing for other means of meeting up with the shortfalls in allocated funds. Hence, it affects the sustainability of the building itself. This paper is an attempt to look at the possibility of reducing incidents that could lead to expending unbudgeted fund to rehabilitating property unfortunately destroyed by fire on campus, in addition to limiting risk to life and interruption of academic and business activities. Several research had been conducted on FSM, nevertheless very few consider Higher Education Institutions (HEI)s holistically. Hence this research intends to fill that gap.

Green house is becoming a strong momentum in the construction industry after recognizing many negative environmental issues & and problems and potential social and economic benefits around the world. However, developers still using conventional way to construct the housing. This gives huge impact to our environment and also human health. Meanwhile, there are actually some barriers hindering developers to adopt this in their projects. In this study, the perception of stakeholders on green housing will be reviewed. This study shows alertness on environment and increase the green house project among developers. This study examines the perceptions of the developers in Wilayah Persekutuan on green housing sector for the next 20 years. The outline of Green house rating system, improvement of alertness and knowledge among the stakeholders, support from the government and local industry. Therefore, the current situation in rules and regulation, lack of public interest and demand, lack of interest of organization, local government enforcement and project cost escalation would delay a faster progress.

The paper analyzed the influence of external airflow on natural smoke ventilation in large space by means of computational fluid dynamics (CFD) and engineering calculation. The purpose of the paper is Terminal 1 of Taiwan Taoyuan International Airport after renovation. In the renovation project, the separate departure and arrival halls will be connected to create a large atrium; natural smoke ventilation will be adopted as the smoke control strategy for the new space. As external airflow may directly impact natural smoke ventilation, the study means to investigate the extent to which external airflow influences natural smoke ventilation by analyzing scales of fire and presence of external airflow. Conclusions of the study are as follows: 1) when directly affected by headwind, entrances and exits on the first floor pose danger to the safety of certain parts of the floor; 2) when directly affected by headwind, natural smoke ventilation becomes weaker than when unaffected; 3) in the case study, natural smoke ventilation proves effective under the premise that the scale of fire is less than 2000 kW.
