Revisiting port system delineation through an analysis of maritime interdependencies among seaports

Abstract: A port system is a system of two or more ports, located in proximity within a given area. In literature, various geographical and functional scales have been identified ranging from complete coastlines to the notions of a 'range' and a 'multi-port gateway region'. Not only does the spatial scale create confusion on the true functional delineation of port systems, but it also complicates a clear understanding of the relational mechanisms at stake within these port systems. This paper revisits existing approache… Show more

“…A port system is a system of two or more ports, located in proximity within a given area (Ducruet and Notteboom 2022). Many factors affect the cargo distribution patterns and hierarchies in port systems (Pallis et al 2011;Ng et al 2014).…”

“…Empirical studies highlight that over time, some port systems are getting more spatially concentrated while others are evolving to a more evenly distributed system. Recent empirical studies include applications to China (Wang et al 2017;Zhang et al 2021), Latin America (Wilmsmeier et al 2014), Europe (Wilmsmeier and Monios 2013;López-Bermúdez et al 2020), Africa (Notteboom and Fraser 2020) and to the world (Guerrero and Rodrigue 2014;Rodrigue 2022;de Oliveira et al 2021;Ducruet and Notteboom 2022).…”

“…In Haezendonck et al (2011), further study using the Bayesian stochastic frontier model (BSFM) proved that port operators tend to underestimate their ports' advantages in competition, especially those concerning governmental subsidize. The expanding networks between ports have formed the so‐called port cluster or port system, inside which hierarchies and interdependencies are configured among port nodes, as was revealed by maritime network analysis in Ducruet & Notteboom (2022). Meantime, Esteve‐Pérez and Gutiérrez‐Romero (2022) deployed the Herfindahl–Hirschman index and Portfolio analysis to conclude that the competitive positions of a port system is hierarchical and dynamic, and is changing over time.…”

“…Nonetheless, the idea of clusters seems, for the time being, to ignore space: in other words, its spatial implication and potential application in urban and territorial design still appear incomplete and overlooked. In maritime economics and geography, scholars such as Ducruet and Notteboom maintain that, regarding the notion of spatial patterns in port systems, key issues related to spatiotemporal dynamics remain unexplored (Ducruet & Notteboom, 2020). Planner Pavia argues that in Italy, despite the formation of national port systems in 2016 (Pavia, 2016), planning tools related to a single port continue to operate and/or to be drafted, confirming how politicians, planners and researchers are charged with the task of steering the spatial development of port clusters.…”
