Rivers and reciprocity: perceptions and policy on international watercourses

Abstract: The paper analyses geopolitical dimensions of the 1997 United Nations Convention on the Law of the NonNavigational Uses of International Watercourses (UNWC) using quantitative data on transboundary flows and qualitative data on basin State location within a watercourse. The UNWC has had a long and difficult history. A tendency for downstream support for, and upstream ambivalence/opposition to, the UNWC is identified. It appears not widely recognized that adverse effects can be caused by any State on other Stat… Show more

“…6 The US government was a historical patron of the basin development since 1953 not only to promote peace among Southeast Asian nations but also to ensure its influence in Thailand military outputs and deter the spread of communism during the Cold War in Southeast Asia (Glassman, 2003). 7 Since most of the MDM calls for better transparency of the operational hydrological data have been related to the Chinese and Laotian mainstream dams, more information gaps about other ongoing downstream hydropower dams need to be addressed (Zhong et al 2016, Mirumachi 2015. 8 Most of the references mismatch the EoE Study for the Stimson Center commentary which already develops the EoE Study conclusions (see Table S1).…”

“…The Convention on the Law of Non-Navigational Uses of International Watercourses (UNWC), came into force in 2014, when Viet Nam became the 35th global signatory. The UNWC provides a solid foundation for the sustainable and peaceful management and conservation of international watercourses [24][25][26][27]. Neither Cambodia nor Lao PDR have signed the convention.…”

“…Source: Wolf et al (1999) The mandate of the United Nations (UN) in managing transboundary water resources remains limited, therefore, water laws are more regional than global, which indicates there is a vacuum of water governance at the global level (Gupta et (Zhong et al, 2016). However, it remains applicable only to those countries which ratified it (Albrecht et al, 2017).…”
