In Finland, there are almost 500,000 second homes and in some areas the number of second home owners exceeds that of permanent residents. Currently, second home owners are also spending more time in their second homes. If second home owners are not permanent residents, administration may exclude them from local institutions, and treat second home owners as only partial members of the community. It has been stated that municipal decision making and the role of the municipality as an actor in the local community should be broadened in order to strengthen democracy and the participation of its residents as a core of municipal self-administration. Hence, participating in communal decision making is mainly possible only for permanent residents. The issue is whether it is possible to change this situation via the municipalities' own reforms and state regulations. New municipal administration experiments have recently emerged in Finland. Here we study how the new local administrative model, the Communal District Committee, has affected local participation and local governance in a rural areas by exploring second home owners' opportunities to participate in local decision making and development processes. The data consists of documents, focus group discussions and a questionnaire. We used qualitative and quantitative methods in the data analysis. We found, on one hand, that permanent residents of villages recognise second home owners' hesitation to participate in local issues requiring planning and decision making. On the other hand, local-level communal decision making does not promote the participation of second home residents. On the basis of the findings of the study, we suggest that the municipal authorities should recognise the existence and importance of second home owners in the area, acknowledge them better in municipal plans and strategies, and offer them more resources and means to participate.

Over the last decades, there has been a significant development towards new forms of multilocality, particularly for job-related reasons. In addition to offices, many can work in multiple places (such as the home, co-working spaces, coffee shops, and public libraries). In addition to workers in start-ups and small entrepreneurs, who are traditionally known to be more mobile, white-collar workers employed by organisations are increasingly becoming multi-local. However, little is known about the ways in which multi-locality is addressed within the urban regions. This phenomenon has been studied at XXX and XXX University within the XXX research project by analysing recent policy and planning documents, as well as organisations' strategies within the Helsinki region. In addition to a literature review, a qualitative analysis of planning documents was conducted as well as semi-structured interviews with five organisations (both private and public) in Finland employing mobile white-collars. The findings reveal that while policy makers and city planners have not yet addressed the complexity of multi-locality, both private and public organisations are focusing on more concrete multi-local strategies and working practices. More dialogue is needed amongst policy makers, city planners and organisations to address multi-locality at different levels of analysis and planning.

The mass tourism destination is a well-known spatial category for large-scale tourism practices. However, little critical attention has been paid to the construction of the category itself in relation to the spatialities of different social groups. This study scrutinizes the situated spatial relationships within mass tourism in a flexibly conceptualized mass tourism destination. Social constructionist methodology and different place theories are utilized in order to analyze tourist guides' reflections of Finnish mass tourism in Crete. The positionality of the guides to mass tourism spatialities was tested with a twofold interview agenda: asking the guides to evaluate their own spatialities and those of their clients. Drawing parallels between the mass tourism destination and the seaside resort are not straightforwardly supported in these interviews. The daily movement of the guides, their destination knowledge or discussions about the destination and their leisure-time activities all shape their relationship with the destination and produce spatialities that are evaluated in relation to their clients' spatialities. The guides construct two ideas of spatiality of mass tourism, intensive and extensive, through which spatialities are interpreted at an ideological and practical level. These spatial constructions reflect the hybrid character of the contemporary mass tourism and contextualize the mass tourism destination as different combinations of situated spatial experiences. Based on the results the academic research should utilize different user perspectives to the theorization of mass tourism destination.
