Sectoral Integration in Watershed Management in Indonesia : Challenges and Recomendation

Abstract: The integration of watershed management in Indonesia is still far from what was expected. Sectoral integration is influenced by several factors such as communication, coordination, cooperation, policies and regulations. The lack of communication, the limited coordination and cooperation between sectors is a limitation in realizing integration between sectors. Policies reinforced by regional autonomy legislation hamper sectoral integration of watershed management. This article will explain why inter-sectors hav… Show more

“…With respect to administration, there are noted coordination problems, insufficient expertise for implementing IWRM, and limitations with respect to administrative capacity to deliver some functions of water quality management, such as pollution control, integrated planning, and community engagement (ADB, 2016;Kösters et al, 2020;UNEP, 2020). So-called "sectoral egos" hinder effective cooperation (Mulyana and Prasojo, 2020;Waskitho et al, 2021), and a lack of socialization and "short-termism" prevents efforts to implement long-term river basin plans and programs (Sulistyaningsih et al, 2017). Lastly, water quality is simply of lesser political importance than water issues that are perceived as more urgent-namely, flood control and allocation.…”

“…The guidelines can be implemented if all parties are aware of the importance of integration in the implementation of watershed management. However, the implementation does not go well when there is a lack of communication, coordination, cooperation, policies, and regulations [31]. Watershed management planning mechanisms in Indonesia need to be developed by increasing the participation of all parties, both online and offline; improving the integration of plans from all sectors, government levels, and parties involved; clearly defining the responsible authority; and incorporating the plans in the provincial and district spatial planning.…”

“…This is due to several factors, such as asynchrony between laws, dissonance between the watershed management authority and the public administration authority [29], noncompliance between existing watershed management policies and Government Regulation No. 37/2012 [30], a lack of participation and internalization of watershed management planning in regional spatial planning, and insufficient commu-nication, coordination, and synergy in carrying out watershed management activities by each development sector [31,32]. In this situation, it is essential to form an ideal watershed management institution and promote efforts to build community participation and use efficient tools and methods to meet data adequacy for the success of watershed management implementation, from planning to evaluating stages [33,34].…”

“…The complexity of management appears as the consequences of watershed significant role and the spatial condition across multiple region [5,6]. Further discussion of watershed management will be directed into the previous statement about its problems and challenges in local scale of Indonesia or the other regions [6,7]. In Indonesia, watershed management mostly deals with lack of communication, coordination, and proper regulation [7].…”

In Indonesia, watershed management mostly deals with lack of communication, coordination, and proper regulation [7]. Since the flow of rivers within watershed will cross-over several administrative regions, the affected government must coordinate each other to manage the watershed.…”
