Seed value chain development in the Global South: Key issues and new directions for public breeding programs

Abstract: Where CGIAR breeding programs rely on the private sector for the multiplication and distribution of improved cultivars, persistent challenges have dampened their impact on varietal adoption and turnover rates. Part of the problem is that research and practice in CGIAR and among its national breeding program partners tend to treat the private sector as a vehicle for seed delivery, rather than as commercial businesses facing a range of unique constraints and threats. This paper adopts a value chain framework to … Show more

“…Production cost is also a significant influencing factor; greater production costs may prompt seed companies to opt for the production of lower-cost substandard seeds. Governmental rewards and penalties also affect company decisions 33 . The encouragement for the production of high-quality seeds can be fostered by amplifying rewards, whilst the deterrence of seed companies from unlawful activities can be achieved by intensifying penalty measures.…”

“…The varieties developed are not preferred by urban consumers. Emphasis has been laid to breed varieties demanded by urban and rural consumers taking into account the needs of diverse farming households in poor countries (Donovan et al, 2021; Mausch et al, 2021). Therefore, Africa has to go a long way in developing high-yielding varieties comparable to the varieties developed in Asia.…”

“…Yet, public records are not available on the demands raised by the extension departments or GOI to produce BS seeds in 84 privately owned F 1 hybrids. Reliable data on seed sales and uptake by cultivar type in developing regions remain very scarce (Donovan et al 2021). It is important to review and correct this skewed public-private partnership to foster harmonious relations and data sharing between the two partners.…”
