Seismic and Energetic Interventions on a Typical South Italy Residential Building: Cost Analysis and Tax Detraction

Abstract: Italian buildings are mainly represented by unreinforced masonry (URM) constructions, which were mostly built before 1970, often without respecting seismic design criteria. The main objective of Italian designers is, therefore, to retrofit these buildings in order to improve their safety under earthquake, as well as to preserve the memory of the ancient building art. In addition, the assessment of the building energetic efficiency is nowadays a very pressing need for designers and practitioners. Energetic effi… Show more

“…These findings acknowledge that a limited risk mitigation is less valuable to individuals than a significant risk mitigation, and consequently individuals' WTP is not strongly dependent on EAL, but it is indeed very affected by the occurrence of a loss of occupants' life. Our mean WTP estimates were in line with costs of seismic upgrade of existing masonry buildings in Italy [86][87][88][89][90]. Specifically, according to analyses by the RELUIS Consortium (i.e., the Laboratories University Network of seismic engineering, financed by the Italian Civil Protection Department), retrofit costs for seismic upgrades from seismic class of risk F to E amount to 68 EUR/m 2 , whereas costs for upgrading from class F to class A or B fall in the range 320-400 EUR/m 2 (www.reluis.it).…”

“…In Italy, the "Ecobonus" scheme (Law no. 145 of December 31, 2018) allows a tax deduction up to 85% of the sustained EE costs (to be received in 10 years; Formisano, Vaiano, & Fabbrocino, 2019). In Spain fiscal policy has not significantly advanced toward encouraging improvements in energy efficiency in residential buildings.…”

“…With the recent energy crisis and the increasing attention to the environment, the issue of energy efficiency has become gradually more and more important. The concept of environmental sustainability has brought out the inadequacy of existing structures that are subjected to high thermal dispersion due to the presence of thermal bridges [7]. The current retrofitting strategies on existing buildings are very often directed to intervene only from the thermal point of view, by reducing thermal dispersion through the envelopes of buildings, while seismic issues are infrequently considered.…”
