The high rate of population growth led to migration from rural to urban settlements, causing unregulated growth, urban sprawls, and inefficiencies in city planning of developing countries. yet, in regions like Yemen, rapid urbanization poses significant challenges for urban planners. Addressing these challenges, this study proposes an innovative approach to urban planning in the context of Ibb City, Yemen, a region grappling with rapid urbanization and inefficient land use. The study identifies a significant gap in the integration of strategic planning and technological tools in developing urban areas. The study utilized SWOT technology to examine the internal and external factors, the AHP method to prioritize the factors to make them measurable, and GIS geospatial zonal analysis. This integrated approach provides a comprehensive evaluation of internal and external factors affecting urban land use, with a focus on quantifying priorities for sustainable urban development. The study's results offer a detailed assessment of the social, economic, infrastructure, and environmental aspects of Ibb City, highlighting the interaction between these elements in urban planning. Importantly, the findings extend beyond the local context, presenting a scalable and adaptable model for urban planning, particularly in developing countries with similar urban dynamics. The study underscores the critical role of strategic, data-driven planning in fostering sustainable urban environments, offering significant insights and tools for policymakers and urban planners for sustainable urban growth.

Disasters, whether natural or unnatural, cause substantial loss and damage. Due to its abrupt nature and unpredictable scale, disaster management can be challenging. To tackle this, cities need innovative strategies to face the challenge of managing disasters. Rapid widespread of technologies has encouraged cities to develop innovative strategies called Smart Governance. The use of technology is convinced to be able to achieve a more effective and efficient service while also maintaining external collaboration and internal coordination. However, the complexity of disaster events and the large scale of the people involved calls for a more inclusive strategy. This research aims to develop a conceptual framework for innovative disaster governance. The framework was set out to be developed using the hexa-helix approach. This approach is an adaptation from the penta-helix one with an additional sixth actor, the affected communities. The addition of the sixth actor is proven to give substantial inputs regarding disaster management from a distinct point of view. This research used qualitative methods to develop a conceptual disaster framework. Supporting data for this research were collected mainly using group discussions and interviews. Those data were further analyzed using Mendelow Stakeholder Matrix to map roles for each actor. The finding shows that each actor of the hexa-helix has a significant role in the framework. These roles help the collaboration and coordination needed for disaster governance to be more effective and efficient. The result expects to provide a base framework for disaster governance integration with technological innovation.

A natural hazard-related disaster event often causes a series of secondary disasters, forming a disaster chain. Modeling the evolution of disaster chains in multi-hazard scenarios is crucial for risk governance and urban resilience. However, existing multi-hazard models are limited by complex model design and fixed disaster types, making it impossible to ensure flexible reactions to complex and diverse scenarios. This study presents a disaster management system for disaster model service chain (DMSC) to implement interoperable multi-hazard modeling. To achieve efficient model interaction in the DMSC, a management module is designed to normalize heterogeneous single-hazard models based on disaster system theory and the Open Geospatial Consortium standards, enabling them to be accessible, reusable, and interoperable. The normalized models are then adaptively orchestrated through an orchestration module to establish optimal executable DMSCs for different multi-hazard scenarios. Taking an earthquake disaster chain as a case study, we demonstrate that the disaster management system shows stable and flexible performance for multi-hazard modeling.
