Short‐ and Long‐Run Policy Evaluation: Support for Grassland‐Based Milk Production in Switzerland

Abstract: Following the abolition of the milk quota in 2008, farmers in Switzerland strongly increased the use of concentrate feed in milk production. Against this background, the Swiss government introduced the voluntary grassland‐based milk and meat (GMF) programme in 2014, which combines economic incentives with feeding restrictions to reduce the reliance on concentrate feed and increase the use of grass feed. “…This could have affected the low indices of bulls from these countries. This is due to the negative correlation between productivity and adaptive traits of dairy cattle, which, according to some data, is associated with polymorphisms of switch genes [ 64 ]. The productivity of Holstein cattle in these countries exceeds 9,000 kg of milk per year, with a fat content of 4.5%–4.6% and a protein content of 3.5%–3.6% [ 61 , 65 ].…”

“…We applied a policy-impact assessment to evaluate the implementation effect and management of China's PPP policy since 2014 (Ramírez, 2009). We specifically used an integrated method of historical, comparative, and data analysis to conduct a comparative evaluation of policy effects before and after the 2014 new PPP policy in China (Balleisen & Brake, 2014;Mack & Kohler, 2019). This study references the idea behind the popular regression-discontinuity-design method (Imbens & Lemieux, 2008;Lee & Lemieux, 2010).…”
