Small administrations: eGovernment in disadvantaged environments

Abstract: In Italy, there are 5.836 small municipalities of about 5000 citizens each, that risk to be out from the actuation of eGovernment and, at the same, it makes even worse the negative phenomenon of the territory marginality, some excellence realities just located in small municipal districts, show a live participation to the eGovernment processes.
