Smart City Concept: What It Is and What It Should Be

ABSTRACT:This paper investigates how the historical and cultural heritage of cities is and can be underpinned by means of smart city tools, solutions and applications. Smart cities stand for a conceptual technology-and-innovation driven urban development model. By becoming 'smart', cities seek to achieve prosperity, effectiveness and competitiveness on multiple socio-economic levels. Although cultural heritage is one of the many issues addressed by existing smart city strategies, and despite the documented bilateral benefits, our research about the positioning of urban cultural heritage within three smart city strategies (Barcelona, Amsterdam, and London) reveals fragmented approaches. Our findings suggest that the objective of cultural heritage promotion is not substantially addressed in the investigated smart city strategies. Nevertheless, we observe that cultural heritage management can be incorporated in several different strategic areas of the smart city, reflecting different lines of thinking and serving an array of goals, depending on the case. We conclude that although potential applications and approaches abound, cultural heritage currently stands for a mostly unexploited asset, presenting multiple integration opportunities within smart city contexts. We prompt for further research into bridging the two disciplines and exploiting a variety of use cases with the purpose of enriching the current knowledge base at the intersection of cultural heritage and smart cities.

Mobile apps as government communication media in urban public services: case study – the usage of Qlue application by Jakarta Provincial Government

The fast-paced development of internet technology and the infiltration of mobile communication devices have produced the 'always on' society phenomenon. At the same time, the concept of 'smart city' considered to be relevant to overcoming plenty of challenges that 21st century urban areas face. The utilization of technology by means of 'mobile government' ('m-government') is believed to be competent to bridge public needs with public service that government provided. One form of the 'm-government' is the usage of mobile application (mobile app) as a medium of government communication.This research is undertaken with a case study of Qlue mobile app organized by the Provincial Government of DKI Jakarta. The qualitative methods used are interviews and observations to validate this research. The vital discovery of this research is that Qlue comes up as the tool for public-oriented government communication. Qlue has been operated not only for running the communication function of government, which becomes the media for government socialization; but also to become the channel of public needs aspiration delivery. In the context of good governance, the use of mobile apps has been contributing to implement the principles of participation, equality, and accountability.

Digital Tools as a Means to Foster Inclusive, Data-informed Urban Planning

Rapid urbanization, climate change, resource depletion, the desire for more sustainable development and widespread use of the Internet and mobile phones are major challenges for urban planning. While the smart city model is seen as a means to cope with these challenges, it is often reduced to an amalgam of technologies. Citizens are usually seldom included in the planning process, though the knowledge they produce and can share on how they use and live in the city is extremely valuable. Digital technologies create an opportunity to reshape the planning process by improving interactions and information exchanges among urban planners and citizens, which are central in the move towards more sustainable, responsive planning. This research aims to answer the following two questions: (1) how is digital participation changing the role citizens play in urban planning and decision making processes? and, (2) what are the advantages and limitations of involving citizens in these processes through digital tools? This paper explores how digital tools can be harnessed to enhance citizen involvement in the planning process. We will give an overview of how these tools can inform urban planning by providing citizen-centric data to foster more inclusive and responsive planning. This paper identifies both the opportunities -particularly in terms of data production and exchange -and limitations of digital tools.
