Instrumental knowledge utilization is the process whereby knowledge influences political decision making. Such processes are complex and, consequently, hard to measure. Nevertheless, knowing what determines degrees of knowledge utilization is a prerequisite for fostering more evidence-based policy making. Numerous factors that contribute to, and co-determine, knowledge utilization are beyond the reach of researchers, but among the factors that researchers can influence, one variable has been presented as being crucial: the degree to which researchers adapt their research to meet the demands of intended knowledge users. In other words, making their research comprehensible, operational, realistic in terms of interventions and implications, and appealing to users. Drawing on the conceptual work of Landry, Amara, and Lamari, this paper develops a new, and more direct, measurement of adaptation. This measurement is subsequently applied in an analysis employing the Degrees of Knowledge Utilization (DoKU) scale and, thus, extending Knudsen’s five-year meta-evaluation related to the Danish pesticide area. Surprisingly, the statistical tests show that degrees of adaptation have no significant influence on degrees of knowledge utilization.

RESUMEN. Los porqué y para qué una sociedad debe dedicar esfuerzos a la investigación y a la innovación están cambiando, incorporando como perspectiva central que los sectores más postergados sean sus destinatarios directos y tengan voz en su orientación. Luego de argumentar esta afirmación, el trabajo analiza algunos abordajes en torno a las articulaciones entre conocimiento, innovación e inclusión social, mostrando sus diferencias y, en ocasiones, divergencias. Ciertos enfoques teóricos que colaboran a entender mejor estas articulaciones son analizados, así como una experiencia específica de política de investigación en la Universidad de la República, Uruguay, que busca potenciarlas.Palabras clave: conocimiento, innovación, inclusión social, desarrollo, políticas de investigación ABSTRACT. The why and for what a given society should devote efforts to research and to innovation are changing; a new central perspective is growing which posit that vulnerable sectors should be the direct target of such efforts, having as well voice in its orientation. After justifying this assertion, the paper analizes some approaches around the articulation between knowledge, innovation and social inclusion, showing its differences and in occasions divergences. Some theoretical approaches that help understanding these articulations are analyzed, as well as a specific experience of research policy in the Universidad de la Repú-blica, Uruguay, aimed at fostering them. 25ISEGORÍA.
