Abstract. In most cases, enactment is the most resource consuming aspect of process improvement, as large process changes are put into practice. Problems that typically are encountered include ineffective process changes, resistance from employees, and unclarity about the advantages of the new process. These problems can be avoided by incrementally implementing process changes, especially if the enactment is supported by process management tools that immediately change the processes and workflow in information systems. In this paper, we explain and demonstrate the concept of incremental method enactment for CASE tools. The concept is evaluated through a prototype, which is assessed by industry experts. The results of this study point give direction towards the further development of incremental method enactment.

The software development industry is dominated by a myriad of small and medium-sized enterprises (SMEs). The main goal of this chapter is to provide a characterization of SMEs based on previous studies. It also includes an overview of a number of software process models and software process improvement (SPI) models, which are aimed at assisting SMEs in improving the way they develop software. Furthermore, this chapter discusses the extent of SPI approaches published in the literature as a way to understand the particular context and some of the major challenges faced. From there, we propose an approach to integrate software process practices. This proposal is based on the results of our study on this topic carried out in small software companies. It is focused on what small organizations could actually do, more than on what they are currently practicing. IntroductionIn the current global economy more and more based on knowledge, software is key. Hence, countries need the capacity to adopt, adapt and develop relevant software [131]. According to the Organization for Economic Co-operation and Development (OECD), small and medium-sized enterprises (SMEs) constitute the dominant form of business organization in all countries world-wide, accounting for over 95% and up to 99% of the business population depending on the country [91]. In most developing and transition economies, the sector is dominated by small and young enterprises. Local software expertise is in a stronger position to understand local needs and, as a consequence, to develop relevant and innovative applications and content [131]. Therefore, it is of particular importance to ensure that this sector can support the public and private sector local needs [131]. Moreover, this sector is able to generate skilled jobs and foreign exchange earnings through the export of products and services produced at a distance [131,130].

ICEIS 2016 received 257 paper submissions from 42 countries in all continents, which makes it one of the largest conferences in the World in the area of Information Systems, thus demonstrating the success and global dimension of this conference. From these, 42 papers were selected for publication and presentation at the Conference as full papers. These numbers, leading to a full-paper acceptance ratio of 16%, show the intention of preserving a high quality forum for this conference, a quality that we intend to maintain in the future, for the next editions of this conference.The high number and high quality of the received papers imposed difficult choices in the selection process. To evaluate each submission, a double blind paper review was performed by the Program Committee, whose members are highly qualified researchers in ICEIS topic areas.All presented papers will be available at the SCITEPRESS Digital Library and will be submitted for indexation by Thomson Reuters Conference Proceedings Citation Index (ISI), INSPEC, DBLP, EI (Elsevier Index) and Scopus.Additionally, a short list of presented papers will be selected to be expanded into a forthcoming book of ICEIS 2016 Selected Papers to be published by Springer in the LNBIP Series.The technical program of the conference included a panel and 4 invited talks delivered by internationally distinguished speakers, namely: Claudia Loebbecke (University of Cologne, Germany), Sergio Gusmeroli (TXT e-solutions SPA, Italy), Wil Van Der Aalst (Technische Universiteit Eindhoven, Netherlands) and Jan Vom Brocke (University of Liechtenstein, Liechtenstein). Their participation positively contributes to reinforce the overall quality of the Conference and to provide a deeper understanding of the fields addressed by the conference.Moreover, ICEIS 2016 had a Doctoral Consortium on Enterprise Information Systems and 1 tutorial. We are thankful to the Conference Co-chairs (Olivier Camp and José Cordeiro) and Program Co-chairs (Slimane Hammoudi, Leszek Maciaszek and Michele M. Missikoff) for their dedication and hard work in organizing these events.We sincerely thank all the authors for their submissions and participation in ICEIS 2016.
