Statistical challenges for achieving Sustainable Development Goals: Some reflections on Indicator 14.7.1

Abstract: Statistics is considered as a tool to achieve the Sustainable Development Goals (SDGs), and it is also a component of the SDGs. However, statistical challenges for supporting the effective achieving the SDGs remain. Via a case study of SDG Indicator 14.7.1, this article finds that the two main statistical challenges are the incompatibility between the SDGs and statistics, and the disparity in statistical capacity across countries, which are particularly significant during the pandemic. The analysis shows sever… Show more

“…The reasons for these limitations are various. One possible reason is that the development of SDG Indicator 14.7.1, similar to other SDGs and indicators, is a process not fully determined by statistical principles and instead affected by other factors such as politics [5,11]. For example, it is likely a political consideration for an international fishery indicator to highlight LDCs and SIDSs, even though this may have a lot of statistical difficulties such as concepts and methods.…”

“…Secondly, more explanations of the economic and environmental dimensions of SDG Indicator 14.7.1, such as the details of calculating the 'Sustainability Multiplier', could also be published in order to help users better understand this indicator and its data [11]. It is suggested to publish some pilot reports based on the practice from a few countries, which may provide examples of how to interpret and calculate essential information such as the 'Sustainability Multiplier'.…”

“…Since the marketing and application of hepatitis B vaccine (HepB) in 1985, China has actively promoted the strategy of newborn HepB immunization, which was included in planned immunization program (self-paying) from 1992 and began to provide vaccines free of charge from 2002, so that the HBsAg positive rate of the general population in China has decreased from 9.75% (1-59 years old) in 1992 to 7.18% (1-59 years old) in 2006, of which less than 1.0% for children under 5 years old (15). HepB catch-up vaccination was carried out from 2009 to 2011 among people under 15 years of age (born during 1994 to 2001), and the HBsAg positive rate among people aged 1-29 years old was 2.6% as of 2014 (24). But China…”
