Statistical Evaluation of the Level of Development of Circular Economy in European Union Member Countries

Abstract: In this paper, we have analysed the level of advancement in circular economy (CE) in the EU-28 countries. First, we used a synthetic measure to examine CE advancement in EU countries in each of the Eurostat CE distinguished areas, i.e., production and consumption, waste management, secondary raw materials, and competitiveness and innovation. For the empirical analysis, we applied 17 Eurostat indicators to the CE areas. To find the synthetic measure in 2010, 2012, 2014 and 2016, we used multidimensional compara… Show more

“…At the same time, countries such as Spain and France, demonstrate a decrease in the efficiency of the circular economy, which is consistent with the conclusions of Reference [43], obtained using the DEA methodology. Our results for Malta, Cyprus, and Estonia (the least advanced in the CE) also agree well with the findings of Reference [19], which were obtained for all circular economy indicators used in European statistics.…”

“…Shpak et al [18] proved that the level of waste recycling has a significant impact on the trade of recyclable raw materials in the EU. The article by Fura et al [19] used a synthetic criterion for the study of CE promotion in the EU in each selected area of CE Eurostat, i.e., production and consumption, waste management, secondary raw materials, and competitiveness and innovation. To assess the correlation between the estimates obtained at the two most extreme points of the analysis period, we applied a similarity measure (2010,2016).…”

“…This is due to the fact that most case studies do not use o cial EU statistics or simply do not examine all the 28 or 27 Member States. For rankings generated from composite indicators, a comparison can be made with the study by Garcia-Bernabeu et al (2020) and Fura, Stec, Mis (2020). Although the latter are di erent in terms of the method, they arrived at similar results and conclusions as those described here by the present authors.…”

“…We used the k-means method. Unlike in the recent studies of Fura et al [70] and Gomonov et al [71], which were also carried out by cluster analysis, the purpose of this study was not to rank countries by the level of CE development (in general or in some particular aspects), but rather to identify the groups of countries with a similar system of institutional support.…”
