Storm Surge Barrier: Overview and Design Considerations

Abstract: In this study an overview of existing and planned storm surge barriers in the world is provided. A systematic analysis relates functional requirements (e.g. navigation and tidal exchange) to the main barrier characteristics (e.g. gate type, dimensions). Furthermore, as the costs of barriers are an important issue in the planning, available cost information is analyzed and related to main barrier characteristics. An approach to provide a preliminary cost estimate of new barriers is presented. Finally, some crit… Show more

“…Site specific conditions, economics and the future of tribrid functional design-criteria will govern their selection. A summary of the existing 19 storm surge barriers may help with a preliminary design with the key physical dimensions presented in Table I (adapted from Mooyaart et al 2014). Barrier lengths range from 40m (Hull, UK) to 9000m (Eastern Scheldt, Holland).…”

“…At this moment 153 storm surge barriers [11] have been built around the world. In Mooyaaart et al [11] the construction costs have been estimated. The costs can be determined by the length of the structure, the hydraulic head, therefore great difference in costs are present.…”

“…In flood management, the performance of structural interventions is commonly assessed based on risk reduction and reliability, and many methods and tools have already been developed and applied to do so. Examples include guidelines for the design and evaluation of levees (Ciria, ), dams (FEMA, ) and storm surge barriers (Mooyaart et al, ; PIANC, ). In countries like the Netherlands, the United Kingdom and the United States, flood management policy is based on risk reduction, which often rely on set requirements for reliability (Schweckendiek, ).…”
