The significant ill-performances, challenges, and increasing competition within the construction sector are generating tremendous changes. One such revolution is the transition towards offsite construction (OSC). Although a plethora of studies has expounded the virtues and benefits of the approach, a holistic review and conceptual framework of the drivers of OSC is not well-established. This research draws on a multistage methodological framework of a systematic literature review, plenary discussions, and the total interpretive structural modelling (TISM) approach to build a holistic conceptual framework for the drivers of OSC. A review of 32 empirical studies distributed across four continents resulted in the extraction of 86 drivers. The 86 drivers were grouped into time, cost, quality, productivity, innovative competitiveness, market, sustainability, and policy clusters of drivers drawing on previous classifications in empirical studies. The TISM modeling revealed three hierarchical levels of the drivers, comprising dependent, linkage, and independent drivers. Based on an MICMAC analysis, “innovative competitiveness” and “sustainability” have the highest driving powers and lowest dependences, suggesting their prime significance in the adoption of OSC. Thus, this research provides a broader perspective of the drivers and may help OSC practitioners and policymakers to gain a better understanding of the ecosystem of the drivers.

A Conceptual Development Framework for Prefabricated Construction Supply Chain Management: An Integrated Overview

Prefabricated construction (PC), with the characteristics of green, environmentally friendly, energy saving and high production efficiency, is attracting more and more attention from all over the world. Supply chain management is closely related to the application efficiency of PC, but only in the last three years has this interdisciplinary research received due attention. The prefabricated construction supply chain management (PCSCM) have not received enough attention. Especially recently, the related literature shows explosive growth. This paper adopted the method of systematic literature review through the tool of bibliometric statistics. And we reviewed 152 articles from 2001 to 2018, with the goal of understanding the current situation, trends, and gaps in PCSCM research, and a framework is proposed to promote its development. First, the study discussed the four themes of clustering, concentrating mainly on strategic research and project evaluation, PC supply chain process design and optimization, supply chain integration and management, and the application of advanced technology. Then, the research gaps and conceptual development framework to promote PCSCM were reported. Only through the coordinated development of technology, market circumstances, and decision-making level of participants, can the PCSC form an integrated whole, so as to optimize the efficiency and sustainability of prefabricated construction industry and improve its level.

Prefabrication is a technology that can reduce the material consumption during the construction process. Thus, it is regarded as a technology that be of assistance in the pursuit of sustainable development in the construction industry. In China, a series of policies has been formulated to promote the implementation of prefabrication; however, the effectiveness of these policies has not been investigated. The aim of this paper is to evaluate the effectiveness of the current prefabrication incentive policies in China. To achieve this research aim, a policy framework was first developed in order to understand the existing policies. Then, four indicators—namely, the number of prefabricated component production enterprises, the prefabricated floor area, the prefabricated building market size, and the expected prefabricated building area ratio—were selected to evaluate each policy’s effectiveness. It was found that the growth rates of these four indicators had increased slowly, and had even shown declining trends before 2015; however, with the incentive policies promulgated after 2015, the growth rates have increased. This study is of value not only in helping readers to understand the existing framework of incentive policies in China, but also in revealing the effectiveness of the identified prefabrication incentive policies. These research findings can also provide insights useful for policy formulation in other jurisdictions for the promotion of prefabrication.
