Low-carbon development has become an important measure to cope with climate change and promote sustainable development in China. It is of great significance to carry out comprehensive low-carbon development assessment research in resource-based provinces to promote ecological and environmental protection and achieve the "carbon peaking and carbon neutralization" development goal as soon as possible in China. This study takes Shanxi Province as the research area to carry out comprehensive evaluation research on low-carbon development. The factors affecting the development of low-carbon were screened and determined through Literature Meta-Analysis and the Grey Relational Model. Using the three dimensions of carbon source-carbon sink process and social-environment-economy to construct a low-carbon development evaluation index system, and using entropy weight method and TOPSIS model to analyze the low-carbon development level of Shanxi Province from 2000 to 2020, and analyze the formation mechanism of low-carbon development status. Based on the comprehensive index of low-carbon development and carbon intensity, a low-carbon development grade evaluation model is established, which was used to evaluate the low-carbon development grade of Shanxi Province in 2030. The results showed that the most influential factor on the carbon emissions of Shanxi Province is the total number of civil vehicles, the negative indicators have greater impact on carbon emissions. The low-carbon development level of Shanxi Province was transformed from Level III to Level II from 2000–2020. In 2030, the low-carbon development level of Shanxi Province will be Level I .

Using a Pollution-to-Risk Method to Evaluate the Impact of a Cold Front: A Case Study in a Downstream Region in Southeastern China

Cold fronts frequently intrude China in winter, causing air pollution episodes in downwind regions. Fine particulate matter (PM2.5) has been used as a major proxy of air pollution to examine the impacts of cold fronts. Compared to particles, gaseous pollutants can cause comparable or even higher levels of short-term health risks. In this study, a pollution-to-risk model was used to systematically evaluate the impacts of cold fronts on the combined health risks of air pollution mixtures, including PM2.5, nitrogen dioxide (NO2), ozone (O3), and sulfur dioxide (SO2). Dominant pollutants that caused significant mortality risks during a cold frontal passage in December 2019 over Fuzhou, a downwind city in southeastern China, were then examined. Under northerly frontal airflows, a pollution belt propagated southwards. In Fuzhou, two pollution peaks existed during the cold frontal passage. At the first peak, convergence and stagnant air in the frontal zone rapidly accumulated local air pollutants. The dominant pollutants that caused the mortality risk were identified as NO2 and PM2.5, both of which contributed 45% to the total risk. At the second peak, advection transported a significant amount of secondary pollutants from the upwind regions. Although PM2.5 was the dominant pollutant at this peak, gaseous pollutants still accounted for 34% of the total risk. Our risk analyses underscore the significant health impacts of gaseous pollutants during cold frontal passages in winter. The results generated from this study will help guide environmental policy makers in forming and improving air pollution control strategies during pollution episodes.

Air pollution (especially near industrial enterprises that are located mainly in densely populated regions) is one of the most significant problems of modern ecology. The purpose of this research is to study nitrogen dioxide air pollution over Ukraine, which has a negative impact on human health. As part of the research over the territory of Ukraine, the real planar distribution of nitrogen dioxide (NO2) as well as its local emissions (which make the main contribution to this distribution) were revealed using the materials of the remote sensing of the Earth from the AURA satellite. The results were calculated for the multi-year period of 2005 through 2021 and separately for 2022, which characterized the full-scale war in Ukraine and which made it possible to identify priority polluters; namely, industrial enterprises (thermal power plants, heavy metallurgy enterprises, etc.). For 17 years, the average value of NO2 was 160.78 · 102 molecules/mm2; in 2022, its concentration decreased to 126.93·109 molecules/mm2. The war manifested itself due to the shutdown of industrial enterprises, which were (and remain) priority polluters in Ukraine (particularly in large cities).
