With the promotion of Engineering Procurement Construction mode in railway construction projects, collaborative management between design and construction has faced increasing challenges due to complexities of the participants and the various professional fields involved in railway EPC projects. This paper aims to analyze the issues present in the collaborative management of railway EPC project design and construction. Utilizing the social network analysis methodology combined with the Wuli–Shili–Renli (WSR) system methodology, a network model was established to explore relationships between design and construction management. This study investigates network-influencing factors and proposes targeted measures to enhance project management efficiency. The findings indicate that coordination and communication mechanisms, organization building, interface management systems and design management systems represent core network elements that significantly impact railway EPC collaborative management. These elements are closely related to other network factors. The research not only advances design and construction coordination theory, but it also introduces new ideas for engineering practice.

Construction engineering projects are costly and require large amounts of labor, physical, and financial resources. The failure of a construction engineering project typically brings huge losses. Previous studies have focused on the identification of risks, but insufficient attention has been given to strategic resource allocation for risk management after risk identification. Statistics show that most construction engineering project failures are caused by common risks. Common risks are called gray rhino risks. This metaphor illustrates that many risks are obvious but dangerous. This study was motivated by the challenge of efficiently managing gray rhino risks with limited inputs. The literature suggests that gray rhino risks are abundant in construction engineering projects and that there are mutual eliciting relationships between them, which make it difficult for the manager to devote enough resources to the prevention of key risks. Considerable resources are wasted on unimportant risks, resulting in key risk occurrence and failure of construction engineering projects. Therefore, this study describes an innovative multi-criteria decision making (MCDM) technique for ranking risks based on the strength of the eliciting relationships between them. This study used the fuzzy technique and created an interference fuzzy analytical network process (IF-ANP) method. By employing the IF-ANP alongside a decision-making trial and evaluation laboratory (DEMATEL) approach, the subjectivity can be effectively reduced and the accuracy improved during expert risk evaluation for construction engineering projects. IF-ANP was used to quantify eliciting relationships between risks and DEMATEL was used to rank risks based on the IF-ANP result. An empirical study was done to meticulously rank five risks that were selected from the gray rhino risks in the Chengdu–Chongqing Middle Line High-speed Railway construction engineering project. They are capital chain rupture, decision failure, policy and legal risk, economic downturn, and stakeholder conflict. The results showed that the policy and legal risk was the source of other risks, and that these other risks were symptoms rather than the disease.

A major railway project is a complex, giant system with multi-party participation, one characterized by complex geological conditions, long construction periods and large scale, which leads to an increased likelihood of safety risk events during construction. In order to solve the problem of scientific selection and formulation of safety risk prevention and control strategies for major railway projects, an auxiliary selection method of safety risk prevention and control strategies for major railway projects based on weighted Euclidean distance (WED) is proposed. The relevant ontology is used to conceptualize and formalize the knowledge of safety risks of major railroad projects, and combine the characteristics of major railroad projects; it refers to the prevention and control measures of historical safety risk events associated with major railroad projects, and then constructs the knowledge structure and case base around safety risks of major railroad projects and the circumstances of the case. In determining the comprehensive weights, the G1 method is used to determine the subjective weights, the anti-entropy weight method is used to determine the objective weights and game theory combines the subjective and objective weights. In comparing the array of safety risk prevention and control cases associated with major railway projects, the weighted Euclidean distance is used to calculate the similarity between these cases and the target case, which in turn assists project managers in determining the safety risk prevention and control strategies appropriate for major railway projects. This study takes Landslide No. 1 in the Tunnel A inlet planning area as an example. It utilizes the WED method to assist in selecting safety risk prevention and control strategies for major railway projects, which verifies the method’s feasibility. The proposed method enriches the method of the assisted selection of safety risk prevention and control strategies for major railway projects, makes strategy formulation more scientific, has specific reference significance for the formulation of safety risk prevention and control strategies for major railway projects, and promotes the improvement of safety risk prevention and risk control for participating units.
