Targeting teachers while shielding cops? The politics of punishing enemies and rewarding friends in American state collective bargaining reform agendas

Abstract: Teachers unions are notorious figures in state politics, asserting influence over elections and education policy with their large memberships and well-funded PACs. Nonetheless, during the Great Recession Republican-controlled state governments repeatedly clashed with teachers unions over their members' compensation and collective bargaining (CB) rights. Conversely, public safety officers were less frequently targeted-and in some cases explicitly shieldedfrom CB conflicts. Is this because teachers support Democ… Show more

“…Research on the collective bargaining reforms following the Great Recession (2007)(2008)(2009) shows that some took the form of right-to-work style restrictions aimed to prevent organizing, whereas others limited bargaining rights without hindering organizing (Wade, 2019). Further, analysis of the reforms during that time also shows that police and firefighters were targeted less frequently and sometimes explicitly exempt from collective bargaining restrictions (Wade, 2018).…”

“…5 At the individual level, states’ labor laws have a significant impact on who gets organized and participates in mass politics (Feigenbaum, Hertel-Fernandez, and Williamson 2018; Flavin and Hartney 2015; Hertel-Fernandez 2018), with the Democratic Party long relying on organized labor as an important ally in campaign get-out-the-vote operations (Asher et al 2001; Dark 1999; Flavin and Radcliff 2011). Some have suggested that the weakening of public-sector labor laws is a deliberate attempt by Republicans to hinder the political mobilization of Democratic-leaning constituencies (Wade 2018; Hertel-Fernandez 2018), an argument that attests to the profound potential consequences of labor retrenchment for American politics.…”

“…In 2016, the Fraternal Order of Police (FOP) endorsed Republican candidate Donald Trump after denying Republican candidate Mitt Romney an endorsement in 2012 because Romney opposed public sector unions (Zoorob, 2019). Pertaining to state legislative action restricting public employee unions, states often target teacher unions while protecting public safety unions (Wade, 2018). Nonetheless, from 2007 to 2014 a total of 14 states introduced bills reforming collective bargaining for public safety unions (Wade, 2018).…”
