Large‐scale irrigation systems (LIS) are massively utilized in agriculture worldwide to ensure food security and mitigate the effect of global warming. LIS face unpredictable changes in climate, technologies, and societal tendencies during their lifetime, potentially becoming unusable or insufficient. In this case study of Slovenia, the evolution of LIS was divided into five characteristic periods in terms of motivation, mechanisms, and the key stakeholders. The heyday of LIS development in the late 1980s was followed by denationalization and privatization, and construction was replaced by measures for improving the status irrigation at the state level. Simultaneously, there was a shift in global development towards modernization as LIS should be adaptive to changes throughout their existence in order to preserve their functionality. The construction of LIS resumed less intensively in the European Union during 2007–2013, with recognition of effective LIS functioning as necessity. This study confirms that irrigation development follows the global imperative focus on more effective use of the existing LIS along with simultaneous reduction in the environmental impact of agricultural production through smarter use of water, nutrients, and plant protection products. This should be achieved by organized LIS users, increased knowledge, efficient LIS maintenance and management, and improved connections to the local markets.

The complexity of irrigation systems and the need to adapt them to uncertainties requires developing approaches to synthesize their performances. This paper reviews performance assessment and indicators for agricultural water systems. It is aimed at finding various methods and indices used for irrigation performance assessment and standard classes for their characterization. The global application of the metrics was also documented. Adopting a systematic review approach, peer‐reviewed journal articles published in the English language in the last two decades (1 March 2001 to 31 December 2020) were surveyed. Case studies were presented demonstrating the application of the indicators. The study revealed a lack of standardization and the use of a wide range of indicators among others, and recommended representing certain indicators as single. However, this review considered one indicator as the best. Suggestions for further studies were made.

Energy efficiency is one of the most important areas that humanity is working on in the world. As in all areas of life, energy used in irrigation has become an important research subject for researchers. In studies performed with performance indicators in Turkey, the use of energy indicators is limited. The scarcity of energy resources makes the efficiency of energy used in irrigation networks extremely important. This study evaluated the performance of a pressurised irrigation network in Yozgat province of Turkey, using the indicators. The data obtained were compared with other countries in the Mediterranean region. The results showed that the specific energy value was about three times lower than other countries. However, when the energy consumed per unit irrigated area was examined, it was found that the irrigation network has high consumption of energy. The use of pressurised irrigation systems will be made mandatory in the coming years, as water resources are reducing because of climate change and drought occurring in the world. Thus, the need of energy for irrigation will increase correspondingly. The use of energy indicators in the planning and implementation of irrigation systems will make significant contributions to the performance of irrigation networks in the future.
