The Concept of a Method Ensuring Aeronautical Data Quality

Abstract: The paper presents the concept of a method ensuring quality of aeronautical data. European Union (among others UE 73/2010) as well as international (among others ICAO Annex 15) regulations introduce a number of requirements regarding the quality and safety of aeronautical data. Those directives set up a complementary regulations system. However with their objective and scope they determine mainly the specifications and requirements that are to be implemented and compatible. Mentioned regulations also refer to … Show more

“…Till now a similar analysis for the aeronautical data origination stage was conducted [8]. The scheme, used in practice, was analysed in details and modified by introducing into each step the verification and validation procedures, so that a potential or real incompatibility is diagnosed and identified up to date, and planning and implementation of preventive and correction actions occupies less time.…”

“…In [6] a potential data incompatibility, based on a specific case study, was described and in [15] air transport telematics systems were analysed. [19] contains the concept of potential incompatibilities' diagnostics in the entire aeronautical data and information chain, while its second stage -aeronautical data origination was analysed in [8]. This time, however, attention is paid to the data request process -the first stage of the aeronautical data and information chain, and the application of DMAIC (Define-Measure-Analyse-Improve-Control) methodology for the diagnostics of potential data discrepancies is proposed.…”

“…Transport lotniczy jest dyscypliną bardzo silnie obwarowaną regulacjami prawnymi. Przegląd tych wymagań Autorzy przedstawili w kilku swoich poprzednich publikacjach [3,5]. Za najważniejsze wymagania prawne w analizowanym przez Autorów zagadnieniu zapewnienia jakości danych i informacji lotniczych należy uznać Załączniki do Konwencji Chicagowskiej (1944) gdzie: x n -wartość nominalna, k -numer próbki, numer kolejnej mierzonej przeszkody, x m1k -wartość pierwszego pomiaru, x m2k -wartość drugiego pomiaru, b 1k -błąd bezwzględny pierwszego pomiaru, b 2k -błąd bezwzględny drugiego pomiaru, -średni błąd z pomiaru pierwszego i drugiego, R k -rozstęp, oraz towarzyszące im wyniki obliczeń: linia centralna:…”

“…The presented examples confirm the possibility of the considered Shewhart control chart's practical implementation, with the important remark that the control charts method, as a method described in the international standard [8], can be accepted for practical application directly or after an adequate modification. Its implementation at each stage of the aeronautical data and information chain [3,4,5] will enable adoption of resultful and effective preventive as well as corrective actions. This sets out a specific context in the Authors' work which concentrates on looking for adequate practical methods for aeronautical data and information creation processes' statistical quality management.…”
