Abstract:This paper critically interprets the international dimension of the Ukrainian crisis to reflect upon dynamics of power and security in the broader European space. It argues this crisis to be simultaneously the result and the intensifier of the collision of antagonist and mutually exclusive foreign policies towards the contested neighbourhood by the EU and Russia. For that purpose, it provides an overview of EU and Russian policies towards this region, followed by the discussion of the Ukrainian crisis in the midst of what can be considered to be a battle of giants for regional power and security.

In the early 2000s, the European Union (EU) enlarged eastward into postcommunist territory. This was a successful foreign policy strategy to protect and promote European norms and values. In 2004, the EU decided on a new European Neighborhood Policy (ENP) toward neighboring states. The ENP aimed to create a ring of friends. This article assesses the ENP on democratization in eastern and southern partner states, 16 partner states altogether, in 2004-2014. It is argued that, despite the ENP effort to protect Europe by promoting democratic norms and values, the EU's borders are under heavy pressure from authoritarianism and political instability.

“…Para além de a diversidade de quadrantes da sociedade civil envolvidos nos protestos implicar a coexistência de diferentes interesses, perceções e orientações políticas que tornaria difícil a manipulação ocidental dos referidos acontecimentos, esta leitura parece ignorar todo o contexto de relações da UE com a vizinhança partilhada com a Rússia. As práticas da UE neste domínio têm sido marcadas pela relutância em aprofundar relações políticas e de segurança com a vizinhança a Leste devido ao receio de retaliações políticas, económicas e, sobretudo, energéticas por parte de Moscovo (Dias, 2013). Todavia, também aqui devemos evitar interpretações simplistas, uma vez que no seio da própria UE, existem várias divergências entre os vários Estados-membros quanto às políticas a serem adotadas em relação ao espaço pós-soviético.…”
