Water laws in post-Soviet countries have developed in vastly different ways since each state became entitled to choose its own method of regulating inland water ownership. This article analyzes the Russian Federation and selected post-Soviet states’ legal systems related to ownership of surface waters, and assesses the possibility of legal transactions of lakes and other land areas covered by surface water. The research initially centers on establishing whether lakes are owned by the state or by the county, if a lake can be subject to sale to a private person or enterprise and finally examines the different approaches of post-Soviet countries to their surface water use. In achieving these objectives, the article analyzes water law in the Russian Federation, Belarus, Ukraine and Kazakhstan. It then identifies how water ownership is regulated in these countries and compares this with United Nations assumptions of surface water ownership as a Sustainable Development Goal. Finally, the results establish that countries from the same “block” regulate water ownership similarly, and that combined regulations could enhance future implementation of international standards.

This article develops hypotheses that raising the level of legal culture can serve as an effective instrument in maintaining sustainable development, social stability and territorial integrity. Legal culture should be considered as a regulator and stabilizer of social relations, both in individual countries and at the international level. It is necessary to consider legal culture in conjunction with morality, ethical, economic and political values and priorities. The study has concluded that creation of the democratic state of law and civil society is impossible without raising the level of legal culture. Creation of a strategy for raising the level of legal culture of the population is becoming a priority task, since it will allow forming the functions of the legal culture in the implementation of the national security policy in the socio-economic, political and regional spheres, preserving historical heritage and territorial integrity of Ukraine, overcoming internal and external threats to its stable state and legal development. This scholarly work examines the environmental protection legislation of Ukraine and its application in practice, aiming to identify the main challenges it faces in the context of the required harmonization of Ukrainian environmental legislation with EU law according to the Association Agreement, while also making suggestions on how to better respond to these issues. This paper also refers to the experience of EU member states in the field of environmental liability. Legal nature, content and meaning of the criminal liability of legal persons in the environmental sphere according to the law of EU member states were studied in order to determine the appropriateness and mechanism of implementation of such responsibility in Ukraine. Arguments for establishment of criminal liability of legal persons were presented. Keywords: Environmental policy, environmental crime, environmental responsibility, adaptation of Ukrainian environmental legislation to EU standards.
