The Trans Java Toll Road infrastructure is an integral part of the development initiatives within Central Java Province. By the end of 2018, the province witnessed a significant rise in economic activities due to the operation of several cross-Java toll roads. Therefore, this research explores the impact of road length, investment, human development index, and labor on the economy in the city area due to the operational influence of toll roads. The sample of this study was 15 cities and regencies in Central Java Province. The period studied is from 2018 to 2022. The analysis utilizes multiple regression methods, including panel and logistics regression using Eviews and Stata software. The investment analysis results have a negative coefficient with no significant effect. High foreign investment can undermine economic growth due to weak infrastructure support, low-quality human resources, and rising inflation. Therefore, for every 1% increase in investment, the gross regional domestic product will decrease by 4%. However, road length, labor, and human development index variables significantly affect the Economy in Central Java Province. Road infrastructure's impact on the economy indicates that an increase in road length per thousand population substantially affects the gross regional domestic product.

Transportation infrastructure is a crucial component of national development. Road infrastructure development could lead to increased productivity, global competitiveness, employment opportunities, real sector growth, and reduced poverty. Therefore, this case study aimed to assess the willingness of toll road users in Central Java Province to pay for toll roads and the extent to which the parameters of gender, education, type of vehicle, and occupation affect the willingness to pay. The study also analyzed the variables influencing the toll user’s willingness to pay (WTP). These variables include road conditions, income, age, type of vehicle, frequency of toll users, and travel destinations. Eviews software was used to analyze the economic impact of toll users through logistics regression. Furthermore, Stata software was used to conduct a descriptive analysis of the questionnaire data. The results showed that the frequency of toll users has the greatest impact on willingness to pay, surpassing traffic conditions, type of vehicle, purpose of travel, and travel time. The odds ratio value for the toll user’s frequency was 66.85 [95% CI (13.02-343.07)]. It means that people using toll access more than 15 times are 66.85 times more willing to pay than those using the roads less frequently.

One of the major infrastructure development programs of the Indonesian government is the construction of toll roads, such as the Trans-Central Java toll road. The construction of these toll roads subsequently affects various aspects of the country, including the capacity and performance of the national road network. However, the government needs to analyze the effect of the toll road network on the performance of the national road network both in the existing and the coming years. Therefore, this study aims to determine the effect of the Trans Java toll road network on the performance of national roads. The study area used was the Central Java Province with a specific focus on toll roads and national roads. The analysis was processed on the EMME/3 software to form a road network with Gravity Model. The findings showed that the largest movement between 2022 and 2048 is in internal zones. It was also discovered that the Volume-Capacity Ratio value of the road network in 2022 was stable while 512 roads were projected to be unstable in 2048. Moreover, the average travel speed on national road sections in 2022 with toll roads was found to be stable up to 2030 but the speeds started reducing from 2035 to 2048 where the value was recorded to be less than 40 km/hour.
