The farmer competency that doing partnership systems (Teseng) in beef cattle business at Bone regency, South Sulawesi province, Indonesia

The availability of beef is still polemic, and the direction of the national beef self-sufficiency policy has not been able to cover the gap between the demand for community beef consumption and local cattle resources. Cattle farming was faced with business risk constraints that occurred in its production process. This research aimed to explore the potential risks of Bali cattle farming as well as the impact of the losses that it will be caused by the risks. Exploration of potential risks and losses was carried out using descriptive methods, in which scientific articles on internet database searches were carried out, starting from searching the database, screening, selecting, and reviewing, to reporting descriptive research results. Investigating the risks and potential losses in the Bali cattle business, two main things were found: risks in production and marketing activities. Production activities faced many problems with pregnancy failure, availability of food, disease, work accidents, death, and cattle theft. Meanwhile, marketing activities often arise from uncertainty over price constraints, modes of transportation and distribution, consumer income and purchasing power.

One way to achieve welfare goals for breeders is by sharing the profit sharing system. The implementation of profit sharing system involves between two parties; between the capitalist and the breeder. The party that provides capital is the party that owns the cattle, but does not have enough time to raise the cow, so the capital owner gives the cow to the farmer to be raised in accordance with the agreements and previous agreements established. This research was conducted in Tellulimpoe district, Sidenreng Rappang regency. Total sample was 64 farmers using a total sampling approach. Analysis of the data used in this study used quantitative descriptive. The results showed that there were two types of profit sharing system applied by beef cattle breeders, namely the main female cow and the cost system. The income earned by farmers was IDR 4,484,842 per household/year, the results of the income was shared by the capital owner in accordance with the agreement.

Beef cattle farming has great potential to be developed and has a strategic role as a provider of animal protein. Until now, the need for national beef is still far above domestic production, so the government has issued a cattle import policy, as an effort to meet the national demand for beef. The study aimed to identify the business risks that will arise in the traditional Balinese cattle breeding business. The results of the journal review show that the identification of risks that will arise in traditional Balinese cattle farming is production risk, market risk, human resource risk, technology risk, and environmental risk, so a strategy is needed to reduce and overcome these risks so as not to cause failure in bali cattle farming business. Business risks cannot be avoided but can be minimized, so that the damage that will be caused is not so fatal.
