The Impact Factor as a measuring tool of the prestige of the journals in research assessment in mathematics

Abstract: The (2-year) Impact Factor of Thomson-Reuters (IF) has become the fundamental tool for analysing the scientific production of academic researchers in a lot of countries. In this paper we show that this index and the ordering criterion obtained by using it is highly unstable in the case of mathematics, to the extent that sometimes no reliability can be assigned to its use. We explain the reasons of this behaviour by the specific properties of the mathematical journals and publications, attending mainly the poin… Show more

“…We will also investigate how the central systemic position of a journal, measured in its IF, affects its diversity indices. Journals with a high IF are at the top of the hierarchy in academic reputation (Paulus et al, 2015), as it is often assumed that IF is associated with the quality of the content published (Ferrer-Sapena et al, 2016). Although this assumption is contested by many scientometric studies (Callaway, 2016), there is a general agreement on the crucial role of the IF in supporting academic decisions in relation to academic promotions and the allocation of funds (Siversten, 2016).…”

“…Indeed, a paper may be highly cited because it is useful (eg, a review), controversial or even by chance, making citations a limited indication of quality or impact 40 50 52. In addition to limitations, numerous authors made the point that focusing on citation and publication counts can have unintended, negative consequences for the assessment of researcher achievement, potentially leading to gaming and manipulation, including self-citations and gratuitous authorship 53 54…”

“…A diferencia del caso de las publicaciones, compartir datos de investigación no está todavía reconocido como una labor de carácter científico por parte las agencias de evaluación de la actividad investigadora. Quizá sea porque es un ámbito nuevo que todavía necesita de métricas [16,17] con las que establecer una política objetiva de incentivos. Paradójicamente, sí que se proclama que los datos de investigación derivados de la financiación pública son un bien público que ha de ser compartido con el resto de la sociedad.…”
