Purpose of study: The study aimed at establishing the implications of the COVID-19 pandemic on project delivery in the UAE with a significant focus on the construction industry. The study also sought to determine some of the negative implications of COVID-19 for the construction industry. Methodology: The within-subjects research design was employed in the study. Purposive and simple random sampling was used in the selection of the respondents. A total of 116 project managers in the construction industry were sampled for the study. Data was collecting using self-administered online questionnaires. The SPSS software was applied to analyze the collected data using the paired samples t-test analysis method to compare the means of the projected number of days taken to complete a project before and during the COVID-19 period. Main Findings: The study findings revealed that there is a statistically significant effect of the COVID-19 pandemic on the number of days taken to complete projects in the construction industry in the UAE. The findings of the study revealed that the pandemic resulted in a lack of access to raw materials and labor, thereby leading to a delay in the completion of projects. Application of the study: The revelation of the implications would inform the policy and decision-makers in the country to devise effective ways of addressing the challenges for the stability of the sector. The researcher recommends the same study to be replicated in other areas to identify the effects the pandemic has had on other industries. Another study should also be conducted on the effective strategies that should be adopted to address the effects caused by the COVID-19 pandemic on the construction industry in the UAE. Novelty/originality of the study: This is contemporary studies that deal with a current issue. The study concluded that the construction industry became a victim of COVID-19 to the extent that it has brought its projects to a halt and significantly eroded the market of its beneficiaries. Unlike other industries, construction projects cannot accommodate distance working but facing challenges making on-time delivery impossible and therefore construction industry is at risk.

The Chinese Government has played an important role in organizing the evacuation of typhoon disasters, and in-depth analysis of individual behavioral decisions is a prerequisite for adopting an effective emergency organization plan. Existing evacuation plans only consider how the Government issues the early warning and organizes the mandatory evacuation, but does not formulate effective policies to improve the efficiency of self-evacuation of evacuees and lacks the understanding of individual evacuation decision-making. Using game-based theory in a small-world network context, we build an evolutionary game model of evacuation decision diffusion between evacuees in the context of a complex network. The model simulates the effects of guaranteeing the evacuation order and providing material supplies on the evacuation decision diffusion in a small-world network in China. The results showed that various levels of policy-implementation led to different rates of evacuation. As the cost-reduction of the evacuation process increased, the evacuation response rate in the social system increased. In contrast, as the rate of reducing the non-evacuation cost decreased or the cost-reduction rate of non-evacuation increased, the evacuation response rate in the social system decreased. The study findings provided insights on emergency planning and the effectiveness of their implementation in social networks, which can be used to improve evacuation policy.

In recent years, China’s chemical industry has incurred frequent safety accidents which seriously impact the social environment and public safety. Traditional approaches have reached a bottleneck due to a lack of relevant professionals in the government regulation of chemical enterprise safety production. Thus, a new safety regulation mechanism should be conducted. In this paper, we constructed an evolutionary game model of chemical industry safety regulation based on limited rationality, and the influence of main parameters on the equilibrium evolution process is studied by system dynamics simulation. The results show that government regulation authorities play a leading role in the process of chemical industry safety regulation and increasing punishment will help to achieve an evolutionary stable strategy (ESS). What is more, the feasibility and effectiveness of the third-party regulation service mechanism are verified, and the market access threshold of third-party regulation service needs to be improved to stop the occurrence of rent-seeking activities in the regulatory process. In summary, the introduction of third-party regulation service entities to the chemical industry safety regulation process has far-reaching implications for promoting the healthy development of China’s chemical industry.
