This study examines the import substitution strategy, a government strategy, focused on replacing agricultural or industrial imports to encourage local production. Import substitution is intended to create jobs, reduce demand for foreign currency, stimulate innovation, and ensure the country's independence in such areas as food, defence, industry and advanced technologies. The issue of import substitution policy related to an attempt to revive, modernize or create the missing elements of production in the economy continues to remain debatable. The article substantiates the idea that in the absence of close work with horizontal measures such as the development of certain technologies, the formation of new areas of knowledge, the filling of missing scientific competencies, such a policy will have a limited period of use with an emphasis primarily on price competitiveness. The study reveals the processes that rise economic expansion and are sensitive to currency fluctuations. It is necessary for an active import substitution policy linked to new emerging markets. This problem is underexplored and requires further research.

The national debt of Russia is considered in this study, the features of external debt in the world finance system are studied. The study identifies problems of international finance; determines the essence of external debt, reflects the historical characteristics of the theory of external debt development; identifies the historical condition of the national debt of Russia, studies the national debt state. This problem is underexplored and requires further research. The authors monitor the external national and private debt of Russia of the Bank of Russia for the last 10 years, the schedule of payments on the external debt of the Russian Federation (interest) over several years and much more. Practical experience is summarized. In conclusion, an assessment of external debt is given, authors also emphasize how important it is to comply with all the principles of dealing with this significant impact factor on various state spheres and society in general. The authors tried to identify the main features of the importance of each item of the state budget as a key argument.

The idea of import substitution, as well as its attendant problems and challenges, arise permanently and becomes relevant for national economies within the framework of national security concepts and socio-economic development strategies of different countries. Russia is no exception and ensuring social protection of the population is paramount for the sustainability of the interaction of social institutions and ensuring food and economic security in general at the regional and country levels. The meat and meat products market, being the largest segment of the domestic food market, has a significant impact on the country's food supply. The presented study discribes the features of domestic meat industry development in implementation of import substitution programs. Solving the problems of import substitution is not an instant procedure[3]. This is a set of long-term measures, in the implementation of which state bodies at all levels, business itself, and local governments should take part. The purpose of the work is to show the problems that the industry is facing at the present stage, the directions of their solutions and the tasks of the state in this mechanism. The current state of the industry, the volume of its financial support have been analyzed in the study. The state support of import substitution in the industry and its results are examined in detail. Based on data on the current state, the main problems of the development of the industry have been identified, the dynamics of import substitution in it has been shown, there have been formulated recommendations for the effective development of the industry in the long term.
