For decades, reputation of the construction industry has been tainted by poor cost performance caused by project cost overrun. In addition, studies by scholars worldwide have also found cost overrun to be more serious in developing countries compared to the developed countries. Despite the numerous researches addressing the issue of cost overrun in the construction industry through the years, the issue remains. Acknowledging that maintaining good cost performance is a key factor of project success and that the issue has persisted for decades, this study aims to explore the distinction of cost overrun studies that has been conducted between developed nations and developing nations. In achieving this aim, a systematic literature review is performed by following the integrative steps of PSALSAR (Protocol, Search, Appraisal, Synthesis, Analysis and Report) and PRISMA (Preferred Reporting Items for Systematic Reviews and Meta-Analyses) for screening and selecting the retrieved studies. The synthesis and screening of literatures have yielded with 152 articles which are then classified into their countries, developed countries (44) and developing countries (108). The results indicated a significant difference in the domain of research on cost overrun between the 2 nations. Despite the numerous studies on cost overrun in the developing nations compared to developed nations, the majority of the studies are not directed to any specific type construction while developed nations have moved forward to focus on more specific projects. The project with the highest attention in the developed nations is transport infrastructure construction projects, particularly rail infrastructure projects. The findings of this study have shown that there have been broad studies conducted on cost overrun in both developing nations and developed nations. However, there is a slight lacking in comprehensiveness of cost overrun studies in the developing nations, perhaps future studies on cost overrun in developing nations can be directed to more specific areas of construction projects such as those that have been performed by researchers of the developed nations.

‎‎ The increasing frequency of cost overrun and time delay in rural road projects has been a concern for the government of Afghanistan. Based on a review of the MIS data from the MoPW and MRRD, almost all rural road projects which were implemented from 2015 to 2020 was not finished within fixed cost and time. In this study, the researcher found out the causes of time delay and cost overrun of rural road projects in Afghanistan. The study dwells on the qualitative approach and an open-ended interview were conducted with 10 people which are project managers, projects engineers, and employees of MRRD and MoPW and their contractors. According to the interviewees, there are 25 factors behind time delay and cost overrun of rural road projects in the country (16 for time delay and 9 for cost overrun). As a result of the volume of work that has to be done and resources to be utilized, there is the need to adopt best practices and strategies to ensure efficiency and quality delivery of service. The study recommends that the Ministry of Public Works (MoPW) and Ministry of Rural Rehabilitation and Development (MRRD) as main implementers of rural road projects in the country must strive to improve on their administrative role of monitoring the various contract management methods. By considering best strategies, practices are always adhered to, so that there will be successful road projects delivering in terms of fixed cost finishing with no further time extension.

Dimensions for improvement of construction management practice in Ethiopian construction industry

Purpose The state of the different practices in construction industry determines its performance level. Hence, improving performance of construction industry needs assessing state of the practices in the industry and devising improvement intervention. The purpose of this paper is to measure improvement requirement level of different construction management practice areas and to identify the underlying improvement dimensions in Ethiopian construction industry. Design/methodology/approach Questionnaire survey was developed for data collection based on a thorough literature review which yielded 28 construction management practice areas. Purposive sampling method was used to select respondents for the survey. Mean score was used to identify the required improvement level, and one sample T-test was carried out to identify significance of improvement requirement. Factor analysis was conducted to identify the underlying dimensions of the construction management practice areas. Findings Findings indicate 27 areas need significant improvement. This shows the low level of adoption of good construction management practices in Ethiopian construction industry. Factor analysis resulted in the areas being grouped to four broad improvement dimensions, namely, project management, organization management, knowledge and risk management and project development and contract management. Originality/value The findings provide information for appropriate action by the stakeholders to raise standards of adopted construction management practices. It also show areas of construction management which require more focused research in the context of Ethiopian construction industry. Considering the similarity of nature of construction industry problems in developing countries, the findings can be extended to similar countries.
