Promoting Minority Language Use to Foster Revitalisation: Insights From New Speakers of West Frisian

Language planners are increasingly aware of the importance of new speakers (individuals acquiring a language outside the home, typically later-on in life) for the revitalisation of minority languages. Yet, little is known about new speakers’ activation (the process by which they become active and habitual minority language users). This article presents a questionnaire-based investigation of new speakers’ (n = 264) use of West Frisian in Fryslân, Netherlands—and the role traditional speakers play in new speakers’ activation. Qualitative and quantitative data show that participants use West Frisian only rarely; and when they do use it, it is mainly in the classroom. Minority language interactions outside the classroom, with traditional speakers, consist mostly of a few tokenistic words or phrases. The findings show to what extent different behaviours by traditional speakers discourage and/or encourage new speakers’ minority language use, highlighting how the complex dynamics between the speaker groups are hindering revitalisation efforts. The article discusses the implications of these findings for language planning to promote the activation of new speakers, and thereby the revitalisation of West Frisian.

Bien que l’année scolaire 2022/2023 ait marqué un quart de siècle de l’entrée de l’aragonais dans les écoles du territoire de Huesca, la situation de cette langue dans le contexte scolaire est encore loin de se rapprocher de la normalisation éducative. À partir des recherches menées au cours de la dernière décennie par le groupe ECOLIJ (Educación Comunicativa y Literaria en la Sociedad de la Información. Literatura Infantil y Juvenil en la construcción de identidades) de l’Université de Saragosse, ce travail présente un état des lieux de la situation de la langue aragonaise dans les cycles de l’éducation de la petite enfance, de l’enseignement primaire, secondaire et du baccalauréat, en s’appuyant sur les voix de différents agents de la communauté éducative. Les recherches examinées font apparaître une situation complexe caractérisée par le faible impact de l’enseignement scolaire sur la création de néo-locuteurs et la pertinence des facteurs liés au contact avec la langue aragonaise dans la construction d’attitudes et de représentations favorables à l’égard de celle-ci et de son enseignement.

La langue aragonaise a fait l'objet de recherches récurrentes sous différentes perspectives au cours des dernières décennies. Cet article propose une lecture des études sociolinguistiques les plus pertinentes. Pour ce faire, nous commençons par les études sur le castillan d'Aragon, qui comprennent la première vision sociolinguistique de l'aragonais, même si subordonnée à la langue officielle, l'espagnol. Ensuite, nous analysons la production sociolinguistique sur la langue aragonaise, depuis les premières études jusqu'aux plus récentes. On constate que la seule langue propre à l'Aragon subit une situation de plus en plus minoritaire, avec une communauté de locuteurs affaiblie et un soutien institutionnel limité. Elle bénéficie d'une tradition de recherche moins développée. Cependant, il est possible d'affirmer que la recherche sociolinguistique en Aragon compte des publications pertinentes présentant des données, des réflexions et des propositions qui permettent de mieux comprendre l'aragonais contemporain et la situation tragique dans laquelle il se trouve.
