Towards Defeating Mass Surveillance and SARS-CoV-2: The Pronto-C2 Fully Decentralized Automatic Contact Tracing System

Abstract: Automatic contact tracing is currently used in several countries in order to limit the spread of SARS-CoV-2. Many governments decided to develop smartphone apps based on the "Exposure Notifications" designed by Apple and Google according to a decentralized approach previously proposed by the DP-3T team. Decentralization was pushed as a key feature to protect privacy in contrast to centralized approaches that could leverage automatic contact tracing to realize mass-surveillance programs. In this work, taking int… Show more

“…We also note that in the context of digital contact tracing, use of cryptographically generated IDs and the Diffie-Hellman key exchange mechanism has been proposed in [13], [19], [12]. Similarly, the k-out-of-n secret sharing mechanism for ID distribution has been proposed as extension to the standard protocols in [11], [13].…”

“…This implies that any compromise or damage to the server will render the entire system useless. The PEPP-PT framework has also been accused of lack of transparency which led to the resignation of some of the team members [ 32 ].…”

“…To make the matter worse, most recommendations are region-centric in their legal framework and implementation, thus preventing more efficient cross-nation collaborative efforts. A notable exception can be made of PEPP-PT [18] but it was met with a large amount of controversy [19] leading to more academic driven initiatives such as DP-3T [20]. The lack on consensus led to the creation of many different separate applications [21] and left governments only with stringent travel restriction strategies to stop the spread across borders.…”
