Towards evaluation design for smart city development

Abstract: Smart city developments integrate digital, human and physical systems in the built environment. With growing urbanization and widespread developments, identifying suitable evaluation methodologies is important. Case-study research across five UK cities-Birmingham, Bristol, Manchester, Milton Keynes and Peterborough revealed that city evaluation approaches were principally projectfocused with city-level evaluation plans at early stages. Key challenges centred on selecting suitable evaluation methodologies to ev… Show more

“…Caird and Hallett [69] provide an overview of "standardization and smart urban metrics" claiming that "standardized smart urban indicators and metrics are not widely accepted by cities" and that "the development of standards is at early stages". According to Caird and Hallett [69] consideration needs to be given to "the selection of evaluation methods, urban measurement indicators, and data sources capable of determining the impact of smart city projects on citizens' lives, and measuring the tangible/intangible and direct/indirect consequences of smart city developments". Table 2 provides a summary of key institutes, indices, indicators, and parameters of analysis of smart cities.…”

“…While various indicators of urban functions and development have been used, few studies have indicators for assessing the smart city [52]. At a time when the definition of perfection is not yet agreed upon, the assessments of smart cities have been conducted differently in the ICT-centered approach and the people-centered approach [53].…”
