Purpose The total defence (TD) concept constitutes a joint endeavour between the military forces and civil defence structures within a TD state. Logistics is essential for such joint collaboration to work; however, the mismatch between military and civil defence logistics structures poses challenges for such joint collaboration. The purpose of this paper is to identify logistics concept areas within the TD framework that allow for military and civil defence collaborations from a logistics operations perspective. Design/methodology/approach Pattern-matching analysis is used to compare patterns found in the investigated case with those prescribed from the literature and predicted to occur. The study seeks to identify logistics concepts within TD from the literature and from the events describing the Swedish response to the Covid-19 pandemic. Pattern matching thus allows for the reconciliation of logistics concepts from the literature to descriptions of how the response was handled, albeit under a TD framework. Findings Findings show quite distinct foci between the theoretical and observational realms in terms of logistics applications. While the theoretical realm identifies four main logistics concepts, the observational realm identifies five logistics conceptual themes. This goes on to show an incongruence between the military and civil parts of the TD. Research limitations/implications This study provides basis for further research into the applications and management of logistics activity within TD and emergency response. Originality/value Logistics applications within TD have not, until now, received much attention in the literature. Given this knowledge gap, this study is of original value.

Information Resilience in Networks: An Analysis of a National Security Legislation Evidence Base

Governance theory emphasises that networks are pivotal to societal governance and related steering mechanisms. One important means of steering is legislation, the evidence base of which is built on the interaction between social actors and the expert hearings related to the legislative process. This research uses network analysis to examine the construction of a legislative knowledge base and the information resilience displayed in the related networks. The data are derived from experts (n=440) appearing in committee hearings on five proposed acts of parliament. The results show that the expert consultations behind the legislation are official-oriented and illuminate the limited information produced by the private sector and a narrow view of scientific expertise. The network reveals epistemic authorities – mainly representing the security cluster – acting as gatekeepers. A more systemic approach is needed to build an evidence base encompassing the views on societal phenomena derived from different disciplines.

This article analyzes “National Defense Courses” textbooks that were used to disseminate defense information to the political, social, and administrative elite in Finland. Textbooks from 1967 to 2018 provide qualitative historicaland sociological data, showing how Finland has prepared for war and other security contingencies for the past five decades. The main shift in fostering the population’s allegiance to the state has gone from addressing the management of political heterodoxy as a patriotic endeavor to one of cultivating apolitical resilience in the face of adversity. Both patriotism and resilience appear in the texts as forms of civic piety, in which people’s individual preferences give way to collective interests.
