Trade Liberalization and 'Delocalization': New Evidence from Firm-Level Panel Data

Abstract: We examine how U.S. multinational corporations (MNCs) and their Canadian afþliates responded to the substantial bilateral tariff reductions that occurred over the 1983{ 92 period. Using conþdential þrm-level data from the Bureau of Economic Analysis, we focus on the MNCs' allocation of employment and capital across Canada and the United States. “…Globerman and Shapiro (1999), using 1950-1995 time series data, conclude that CUSFTA and NAFTA increased in Canada's inward and, especially, outward FDI. Feinberg et al (1998) find that as tariff rates fell, USA multinationals increased their capital and employment in Canada, thus contradicting the view that tariff liberalization would lead to an exit of US firms from Canada. Mirus and Scholnick (1998) suggest trade creation and the FDI enhancing effects of the CUSFTA have prevailed over tariff jumping production.…”

“…In our own prior work (Feinberg and Keane 1998, 2001), we found substantial heterogeneity in how U.S. MNCs and their Canadian affiliates are organized. Specifically, even within 3‐digit manufacturing industries, we observed considerable variation in MNCs' organization of production prior to liberalization.…”

“…Since our goal is to focus on whether wages and IR factors have an important impact on FDI, without taking an a priori stand on whether the vertical or horizontal model is most appropriate, we simply include a rather complete set of control variables that might be relevant under one or the other model. Feinberg and Keane (2003) presented an estimable structural model of MNC behavior that guides the reduced form empirical work here (as well as that in Bognanno 1998 andKeane 2001). Their model considers an MNC with an affiliate in a single foreign country.…”
