The acquisition of customized equipment usually requires the selection of a technology supplier to accomplish a development project. This requires the evaluation of the suppliers' proposals that may be assessed by different evaluators in different ways (single numerical values, intervals or linguistic values). In the public sector, this process may require the prior publication of the scoring rules in a request for proposal (RFP). This may force the evaluators to assign weights in advance to characteristics whose technical significance is known but whose significance for the evaluation is unknown. An inappropriate assignation of weights in the evaluation may lead to wrong conclusions. The objectives of the research were the implementation of a method for the evaluation of offers, including the adaption of weights as part of the evaluation process without violating the principles of transparency and non-discrimination that are generally required by the legislation; the integration of quantitative and qualitative criteria in a flexible procedure; and the verification for possible rank reversals. This paper proposes the use of trapezoidal fuzzy numbers (TFN) for the simultaneous implementation of different types of evaluations, incorporates variable weights analysis (VWA) for the subsequent adjustment of weights, and proposes a simple method for the detection of rank reversal. A numerical example is presented using data from an actual case.

E-commerce has grown rapidly worldwide over the course of the past five years. Despite appearance, ecommerce industry is faced with many challenges, among which trust is the biggest issue. In this paper, we take China's largest C2C e-commerce platform-Taobao-as an example and focus on two disadvantages of current trust model: trust is easily manipulated by defrauders and trust dimensions prove insufficient. We propose to integrate various trust factors and build a dynamic trust model to deter trust fraud. In this paper, we identify the factors that affect trust in ecommerce platforms and make use of the Analytic Hierarchy Process (AHP) to determine the weights of the above factors for the trust model. We utilize concrete survey results of Taobao buyers rather than experts' knowledge to determine the relative importance of these trust factors. Therefore, our proposed method will yield a practical solution to the trust problem of e-commerce industry.

In complex decision making, using multicriteria decision-making (MCDM) methodologies is the most scientific way to ensure an informed and justified decision between several alternatives. MCDMs have been used in different ways and with several applications that proved their efficiency in achieving this goal. In this research, the advantages and disadvantages of the different MCDM methodologies are studied, along with the different techniques implemented to increase their accuracy and precision. The main aim of the study is to develop a hybrid MCDM process that combines the strengths of several MCDM methods and apply it to choose the best fit maintenance policy/strategy for industrial application. Moreover, fuzzy linguistic terms are utilized in all of the used MCDM techniques in order to eliminate the uncertainty and ambiguity of the results. Through an extensive literature review performed on studies that have used MCDM methods in a hybrid context and using fuzzy linguistic terms, a model is developed to use fuzzy DEMATEL-AHP-TOPSIS hybrid technique. The model with its application is the first of its kind, which combines the strengths of fuzzy DEMATEL in establishing interrelationships between several criteria, as well as performing a pairwise comparison between the criteria for prioritization using the fuzzy AHP method. Thereafter, the alternatives are compared using fuzzy TOPSIS method by establishing negative and positive solutions and calculating the relative closeness for each of the alternatives. Furthermore, six main criteria, twenty criteria, and five alternatives are selected from the literature for the model application.
