In this study, we present an original method that enhances geocoding systems in poorly mapped areas thanks to public company data and a multi-agent system. In contrast with industrialized countries, many developing countries lack formal postal address systems assignments and usage, making the operation of translating text-based addresses to absolute spatial coordinates, known as geocoding, a big challenge. We recreated a standard of address as it is perceived and used by local people, a kind of non-official national address standard since there is no official one in these areas. Then, we designed a multi-agent system in which agents are assigned different tasks of geocoding process and can perform negotiation to achieve a global objective: find the best possible match or approximation of a location-based on current knowledge. Verification of the usefulness of the proposed approach is made in comparison with Google Geocoding API which shows that the proposed approach has great potential to geocode addresses considering local context semantic issues.

Addressing systems have a key role in understanding and managing economic connections and social conditions, especially in urban territories. Developing countries need to learn from previous experiences and adapt solutions and techniques to their local contexts. A review of the world bank's experience in addressing cities in Africa during the 1990s provides valuable lessons. It provides an understanding of the operational issues and the key success factors of such operations. It also helps to understand the conceptual components of these systems and the efforts required to build them in the field before the creation of their IT infrastructure. An addressing experience from a private sector initiative in Casablanca-Morocco is also reviewed, where efforts concern the creation of a comprehensive database of addresses. The methods used to collect the data in the field are presented as well as the conceptual model for its integration. The validity of geocoding techniques, which represent the core computing tools of addressing systems, is discussed. In the Moroccan context, the official addressing rules follow Western models and standards, used by default in geocoding algorithms. The study of data collected in Casablanca, processed with GIS tools and algorithms, shows that the percentage of cases not respecting these rules is far from negligible. The analysis was particularly interested in the two main criteria of address numbers: "parity" and "respect of intervals", analyzed by street segment. Compliance with these conditions was only observed at about 53%. It is then concluded that a geocoding system based on a linear model is not sufficiently validated in the Moroccan context.

Geocoding is a method used to convert address information into geographical coordinates. It plays a vital role in displaying the relationship between geographic features and semantic information expressed in texts. The objective of this study is to reveal the quality of online geocoding from postal addresses in Turkey provided by Google Maps and Bing Maps services. The quality of geocoding services in urban areas is evaluated using two particular metrics; positional accuracy and address similarity. Positional accuracy measures the distances between point features obtained through the online geocoding and reference data. Address similarity indicates the relationship between two postal addresses based on a similarity index known as the Levenshtein distance. The same performance assessment was also made with the United States' address data to make comparisons and discussions. The results show that services have different geocoding capabilities in both countries because of the differences in the addressing formats.
