Ultra-Low-Bitrate Speech Coding with Pretrained Transformers

Abstract: Speech coding facilitates the transmission of speech over lowbandwidth networks with minimal distortion. Neural-network based speech codecs have recently demonstrated significant improvements in quality over traditional approaches.
