Under Pressure: Security and Stability Related Challenges for Liberal Democracy in North-western Europe

Abstract: Liberal democracy in the world is under pressure. This article will specifically look at security and stability related challenges for liberal democracy in a specific region, namely North-western Europe. As will be shown, three distinct security and stability related challenges put pressure on liberal democracy in this region. “…The second debate concerns how pre-existing decision-making frameworks often yield poor organizational performance in situations that are difficult to predict and anticipate (Marchau et al, 2019). Moreover, these issues are amplified by the growing phenomenon of police militarization (Kraska, 2021) and the blurred boundaries between internal and external security in Western countries (van Vark, 2021), as well as the difficulties of applying traditional rules of engagement to hybrid warfare scenarios (Schmitt et al, 2022).…”

“…Here, less stable democracies may have incentives for further restriction of public goods for certain groups to concentrate benefits among core supporters, along with tactics to oppress and demobilize pushback against constrained access to these public goods (González, 2020; Lerman & Weaver, 2014; Trounstine, 2008, 2018; Weaver & Prowse, 2020). Tactics of oppression may include heavy or militarized policing (González, 2020); voting restrictions (Helmke et al, 2022); use or promotion of violence by state and nonstate actors (Bartels, 2020; Vark, 2021); or limiting aspects of procedural justice (Hemrajani, 2022; Weaver & Prowse, 2020).…”

“…Indeed, the COVID-19 pandemic has revealed the global vulnerability of constitutional and inclusive institutions through violations of apparently established institutional norms ( Edgell et al, 2021 ). A sensitive issue involves conflicts between the values of constitutional democracies and the security measures implemented against COVID-19, which is referred to as the security–liberty trade-off ( Koyama, 2021 ; Pennington, 2021 ; Pereira & Stornelli, 2022 ; van Vark, 2021 ), a classical issue dating back to Hayek (2007) ( Hayek, 2007 , p. 155). The issue of whether to allow the tracking of SMS/phone communication to detect infection routes is particularly serious and has created divides both between and within advanced democracies ( Beduschi, 2021 ; Fahey & Hino, 2020 ; Ghose et al, 2022 ; Kawata & Nakabayashi, 2022 ; Tran & Nguyen, 2021 ; Zhang et al, 2020 ).…”
