Understanding and valuing conflicts in marine protected areas: The best way to develop innovations?

Abstract: Marine protected areas face numerous conflicts associated with the implementation of conservation measures. These conflicts generate costs, prevent progress, make cooperation between stakeholders difficult and create risks of ineffectiveness. Although they are often concealed or circumvented, they also offer opportunities for new connections and collective innovation. Rather than leaving them to these kinds of avoidance strategies, conflicts were the subject of a Knowledge Café event at the Fourth Internationa… Show more

“…More broadly, this case study illustrates how competing values and norms can intersect with changing technologies and environmental realities to produce new or increasing conflict between natural resource user groups. To date, these ideas have been concentrated in research on terrestrial management and have only recently been applied to marine and coastal spaces, revealing considerable complexity (Beuret et al, 2019; Rock, Sima & Knapen, 2020). As demonstrated above, attempts to use policy to reach compromises in these conflicts are not just about scientific, ‘objective’ facts or decisions handed from one party or institution to another.…”

“…is critical to ‘addressing the right problem’ (Zimmermann, McQuinn & Macdonald, 2020, p. 1). Participatory processes that engage stakeholders in this exploration and discussion at the earliest stages of policy decision making can help avoid pitfalls as well as transform conflict into something more productive (Madden & McQuinn, 2014; Beuret et al, 2019). Conflict can thus become an opportunity for engagement and the development of trust and communication between stakeholder groups and managers (Lederach, 2015; Noble, Fulton & Pittock, 2018; Alexander, 2019).…”
