Urban floods: a case study in the Savigliano area (North-Western Italy)

Abstract: Abstract. Flood processes and effects are examined, concerning two rivers in an urbanized area in North-Western Italy (Piedmont -Cuneo Plain). In May 2008, some areas in Northern Italy were struck by intense and persistent rainfall. In the Cuneo province (Southern Piedmont), floodplain with some urban areas was inundated over ca. ten square kilometres, and the city of Savigliano (about 21 000 inhabitants) was particularly hit by flood. A purposely-made historical research has evidenced approximately fifty floo… Show more

“…This analysis highlights the direct impact of land use changes on watershed hydrologic response and is crucial step in planning, management, mitigation of flood hazards and sustainable development as has been discuss in several other studies (e.g. Neuvel and van den Brink 2009;Audisio and Turconi 2011;Spitalar et al 2014;Ran and Nedovic-Budic 2016).…”

“…The predictability is low and the uncertainty is high for natural disaster damage to urban areas because they occur due to not only the impacts of rainfall, sewer pipes, and land uses, but also complex effects between these factors [45,46,48]. Therefore, a minimal standard should be established to resolve such uncertainties [51][52][53][54][55][56][57][58]. The existing studies' results proposed improvement of sewer pipes, installation of mitigation facilities, policy improvement methods, etc.…”

“…Many authors have acknowledged the fact that increased urban activities in the flood areas will increase the apex drainage, reduce time to the apex, and increase the runoff [43][44][45][46][47]. A better understanding and assessment of land-use changes that have a direct impact on the processes of hydrological water catchments is crucial for the planning and sustainable development of water catchments [48][49][50][51]. The geomatics of remote sensing (RS) and geographic information systems (GIS) have recently been employed as powerful and effective tools in identifying changes in the land use [52,53].…”
