With the increasing social and economic devastation caused by disasters around the world, the international community and country-level National Disaster Management (NDM) authorities have placed improving their ways to mitigate, prepare for, respond to, and recover from disasters as a top priority. Technological advancements and the 4th Industrial Revolution are critical tools to help achieve this. However, they also present many challenges to traditional NDM systems by altering the fundamental operational, organizational, and social dynamics of conventional disaster management. Currently, there is a lack of research that studies these aspects beyond technology and examines the impact of digital transformation on the full life cycle of disaster management on the national level. Therefore, this research fills this gap by integrating interdisciplinary concepts from different research fields including Disaster Management, Information Systems, and Business Management to understand the impact and determinants of digital transformation in NDM systems. To achieve this, the research uses the Technology-Organization-Environment (TOE) framework and conducts semi-structured interviews with UK NDM experts. The results show that the impact of digital transformation on NDM is profound, paradoxical, multi-directional, and driven by a multitude of driving forces. This research makes many significant contributions to research and practice. Theoretically, this research expands the TOE framework beyond its original underpinnings by uncovering a new set of disaster-context determinants. It also presents an innovative Layered Cake FAST (Foundations-Approach-Strategy-Technology) Model that offers a unique roadmap for NDM on how to handle its digital transformation journey. Practically, the research presents several sets of useful expert-recommended actions.

College television newscasts serve as training grounds for future broadcast journalists and should help students understand emerging trends in the field, such as social media use and developing web and multimedia skills. Increasingly, television news websites need to connect with technologically diverse audiences, and the industry is under increasing legal pressure to make its websites more accessible, particularly in terms of captioning. In addition, with smartphone use becoming almost ubiquitous and people turning to their smartphones as news sources, the industry needs to make sure their websites are responsive to mobile devices. This study examined award-winning college television news websites to see if they are preparing students for the realities of communicating with technologically diverse audiences by examining website mobile readiness and accessibility, including captioning adoption. While most sites were usable on mobile devices, about a quarter did not offer captioning, and there were wide spread accessibility problems.

Set-top box (STB) is a special interface device that is connected to a TV and allows digital content to be received, decoded, and displayed on the TV. The new features added to STB&TVs increase the complexity of the systems and lead to usability problems. This study proposes a set of usability heuristics and their corresponding criteria specific to STB&TV interfaces that usability experts may use during the design and evaluation process. In this study, a total of 493 usability problems were collected from three sources: problems identified by software developers during the design and development phase, problems identified by three experts with cognitive walkthrough approach, and problems collected from customer complaints made to the service or call center. Then, each heuristics' checklist item was rated by the experts for how well they explain the usability problems, and the severity levels of the usability problems were determined. In the next step, through correspondence and cluster analyses, heuristics and the checklists were listed in descending order of severity. Furthermore, the proposed heuristic list was validated with three methods-user testing, expert judgment, and heuristic evaluation. As a result of this study, 16 usability heuristics were identified. Five of these heuristics-Visibility of system status (H4), Pleasurable and respectful interaction with the user (H13), Privacy (H14), Parental control (H15), and Easy access (H16) are related to catastrophic usability problems.
