“Usage by stakeholders” as the objective of “transparency-by-design” in open government data

Abstract: Purpose While “transparency-by-design” serves as the antecedent of any Open Government Data (OGD) initiative (Janssen et al., 2017), its logical objective would be the extent to which data “usage” is facilitated. Design/methodology/approach With a documentary analysis approach, the OGD initiative of Sri Lanka is investigated… Show more

“…For instance, OGD-focused research has been more potent in the USA and the European countries. However, of late, academic interest is brewing in the developing countries too (Saxena, 2017a(Saxena, , 2017b(Saxena, , 2017c(Saxena, , 2017dSaxena and Janssen, 2017;Saxena and Muhammad, 2017). At the same time, there is research veering around the bottlenecks in implementing OGD initiatives (Charalabidis et al, 2016).…”

“…One of the most crucial aspects for open data and OGDs, which affects users' intention to reuse data and increase their value, however, is rarely ensured, is a frequency of updates (Janssen et al, 2012), (Saxena, 2017), (Smith et al, 2018). Since there is a major challenge in most cases to understand when the data are up to date, this aspect was analysed taking into account the frequency of updates promised by the data publisher and the actual frequency of updates.…”
