Using social choice theory and acceptability analysis to measure the value of health systems

Abstract: The Future Health Index (FHI) is developed by the Royal Philips to help determine the readiness of countries to address global health challenges and build sustainable, fit-for-purpose national health systems. The FHI 2018 presents the Value Measure to measure the value of 16 health systems, which is formulated by taking the arithmetic average of Access, Satisfaction and Efficiency. However, this scheme is not the Pareto optimal and loses association with weights. For these reasons, this paper proposes to apply… Show more

“…Similarly, the Healthcare Sustainability Framework (HCSF) and the Responsible Innovations for Health framework, recognise the importance of accounting for the needs and trends of the population, workforce and financial constraints 52 53. Alternative models utilising a scoring system (eg, using the Resilience Indicator) were based on data-driven simulation modelling,54 or theoretical composite indicators of the value of healthcare systems 54 55…”

“…The long-standing approach to measure SPHS in terms of financial outcomes is increasingly becoming more sophisticated through the development of newer more nuanced frameworks and indicators that account for health and societal benefits while factoring in the complex and dynamic nature of healthcare systems. Although new frameworks and measures, for example, the Future Health Index,55 the Q*Scale50 and the Resilience Indicator54 have been proposed, the evidence for the practical application of such frameworks and measures in the real world was limited.…”

“…Roy et al [ 14 ] develop a rough strength relational DEMATEL model for analyzing the key success factors of hospital service quality. Wang and Fu [ 15 ], Fu et al [ 16 ], and Shen et al [ 17 ] improve the Value Measure of health systems that is published by Royal Philips, by means of applying social choice theory and then proposing the Best-Worst method, Hurwicz criterion approach in conjunction with CRITIC method, and Stochastic Multicriteria Acceptability Analysis for group decision making (SMAA-2), respectively. Wong et al [ 18 ] provide a comprehensive review about the national and international frameworks and indicators about health system performance assessment, and identified the effectiveness, accessibility, safety and patient-centeredness as the four components for evaluation.…”
